𝗙𝗼𝗼𝗱 𝗕𝗮𝗻𝗸 𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁: We are urging Congress to delay a federal requirement that would shift SNAP benefit costs to states, putting critical food assistance at risk for more than 300,000 of our neighbors and threatening our regional economy. SNAP is one of the nation’s most effective anti-hunger programs, supporting children, seniors and people with disabilities while generating more than 19,000 jobs across Pennsylvania and improving health and economic stability for families. Under this requirement enacted by the One Big Beautiful Bill Act, states will be required to absorb significant costs tied to administrative errors that are often caused by outdated systems and staffing shortages, not participant fraud. Based on recent USDA data, Pennsylvania could face an additional $425 million burden in its 2027–2028 budget. We have already seen the consequences of disrupted SNAP access: when benefits were paused for just two weeks last fall, demand for food assistance more than doubled. Charitable food programs cannot replace SNAP. Delaying this cost shift is a responsible solution, giving states time to improve systems, avoid harmful budget cuts or tax increases and ensure families can continue to put food on the table. Food insecurity is rising, impacting every community in our region. Costs for food, housing, utilities, healthcare and transportation continue to squeeze the already tight budgets of our neighbors. Every day more people are turning to our organizations for help. 𝗧𝗵𝗶𝘀 𝗛𝘂𝗻𝗴𝗲𝗿 𝗔𝗰𝘁𝗶𝗼𝗻 𝗠𝗼𝗻𝘁𝗵, 𝘄𝗲 𝗮𝗿𝗲 𝗮𝘀𝗸𝗶𝗻𝗴 𝗳𝗼𝗿 𝘆𝗼𝘂𝗿 𝗵𝗲𝗹𝗽 𝘁𝗼 𝗿𝗲𝗮𝗰𝗵 𝗼𝘂𝗿 𝘀𝗵𝗮𝗿𝗲𝗱 𝗴𝗼𝗮𝗹 – 𝗮 𝗿𝗲𝗴𝗶𝗼𝗻 𝘄𝗵𝗲𝗿𝗲 𝗻𝗼 𝗼𝗻𝗲 𝗶𝘀 𝗵𝘂𝗻𝗴𝗿𝘆. Lasting progress takes neighbors, community organizations, farmers, volunteers, donors, advocates, businesses, elected officials and government working together. What is happening: In 2025, federal policy changes led to significant USDA food and funding reductions for food banks and other charitable feeding programs, while H.R. 1 enacted the largest cuts to the Supplemental Nutrition Assistance Program (SNAP) in the program's history. Since then, more than 200,000 Pennsylvanians have lost access to SNAP over the past year, increasing demand on charitable food networks. Food banks and hunger relief programs are now being asked to serve a growing number of individuals and families with fewer available resources. As these changes have gone into effect, our organizations and the broader anti-hunger network are standing together in solidarity and facing the fact that no single entity can end hunger alone.
