Decapitated… Indeed, the former sergeant-major of the Rwandan army (RDF), Robert Kabera, also known as the musician “Sergeant Robert,” was assassinated in Kamengo, in the Mpigi district, Uganda. His body was found on a construction site where he was building a house. He is said to have been decapitated—the head was missing—and possibly mutilated. A video is circulating that corroborates this monstrous modus operandi. In November 2020, the RDF opened an investigation against him for allegations of sexual assault against a minor member of his family. He then left Rwanda and took refuge in Uganda. He was arrested there in 2022, before being released. Kabera presented himself as a critic of Kagame’s government and claimed he was threatened because of his admiration for the singer Kizito Mihigo as well as his family ties to the late Fred Rwigema, founding commander of the RPF, of whom he was the nephew. Precisely in order to understand this atavistic culture of violence of the RPF, it is necessary to go back to its Ugandan origins, as Gérard Prunier explains below in the text and in substance: “In 1990, the hard core of the movement consisted of young men who had grown up as refugees in Uganda in the 1980s, in a context of civil war marked by great violence. Some had witnessed the massacres committed in the Luwero region. Once the war was won by Museveni’s forces, these same men were sent back into combat, this time in northern Uganda, against the troops of the prophetess Alice Lakwena. They were no longer insurgents, but the forces of law and order charged with suppressing the rebellious local populations. It was then that they committed massacres of such magnitude that Museveni sent military judges to the north to restore order within his own army. One of these judges was Kagame. And some of the men he had to judge later became his subordinates. On 1 October 1990, the RPF attacked Rwanda from Ugandan territory, under the command of Fred Rwigema, former major-general and deputy commander of the Ugandan army, a long-time friend of Museveni. The two men had known each other since their studies and their revolutionary engagement in Mozambique. On the third day of the offensive, Fred Rwigema held a meeting in the presence of three of his closest collaborators: Commander Peter Bayingana, Chris Bunyenyezi and Stephen Ndugurata. A severe dispute broke out between Rwigema and two of his aides, while the third remained silent. The reasons for this altercation were multiple. Rwigema, a polite man and great guerrilla strategist, was fully aware of the destructive potential of ethnic identities and the Hutu-Tutsi divide. He wanted to advance slowly: politicize the peasants, wait for the government to make mistakes and gradually rally the rural masses to his cause. This was not the vision of Bayingana and Bunyenyezi, who wanted power quickly, without worrying too much about the problems that might arise later. The dispute worsened. Bayingana drew his pistol and shot Rwigema in the head. In the confusion, Ndugurata escaped, returned to Uganda and explained to Museveni what had happened. In a state of shock, Museveni sent his brother Salim Saleh to Rwanda. He found Rwigema’s body in the marsh, buried him with dignity, arrested the culprits, brought them back to Uganda for interrogation and had them executed. Kagame maintained a close relationship with Bayingana and Bunyenyezi: in 1988, while he was a military judge in northern Uganda, he had spared their lives when they were detained for atrocities against civilian populations." The murder of Rwigema could be the result of a plan aimed at eliminating a potential Rwandan president who was far too charismatic for his soulless rival. xitter.cf/jf_le_drian/status/211…

The @PoliceUg call this "murder by cutting" of a 50 year-old. That framing erases the central fact: Sgt Maj Robert Kabera was a Rwandan refugee and outspoken critic of Kagame and his dictatorship. For five years he told Ugandan authorities his life was in danger. In September 2021 he formally requested protection, and local leaders forwarded it to police and @Refugees agencies @UNHCRuganda. The RDF's 2020 allegation against him was dated two days after he had already crossed into Uganda. He also said he was hunted for what he knew about the death of Kizito Mihigo. His killers took his head. That is a message to every defector, every exiled critic, and every Rwandan who believes a border means safety. Rwisereka was nearly decapitated in 2010, weeks before an election. Ingabire was killed in Kampala in 2011, Turatsinze in Maputo in 2012, Karegeya in Johannesburg in 2014 and Karemangingo in Matola in 2021. No one who ordered any of these killings has faced justice. Uganda was warned. The minimum now is an independent investigation that examines possible foreign state involvement, protection for his family, and an account from @UNHCRuganda of how his protection requests were handled.
. @mkituuma "On Saturday, 17 October 2026, Police in Mpigi received a report of murder by cutting. The victim was identified as Mr Robert Kabeera, a 50-year-old, whose head had been decapitated. The body was conveyed to the City Mortuary at Mulago, as investigations into the circumstances surrounding the incident have commenced.

A former Rwandan army sergeant major, Robert Kabera, who became an outspoken critic of President @PaulKagame, has been found beheaded in neighbouring #Uganda. We cannot ignore the documented history of killings, attacks, threats and intimidation against Rwandan dissidents abroad, nor the chilling effect such crimes have on those who dare to speak out. This horrific killing demands a thorough, independent investigation, including an examination of whether it could be another case of transnational repression targeting critics of the #Rwanda-n government. #TransnationalRepression bbc.com/news/articles/c3lylj…

Muhoozi Kainerugaba, urging action against Rwandan YouTubers criticizing President Paul Kagame. Among the individuals she named was Sgt. Major Robert Kabera, a former Rwandan soldier and outspoken Kagame critic who ran MAJOR ROBERT TV. ⚠️ Just 14 days later, Kabera was reportedly found beheaded in Uganda, where he had sought refuge after fleeing Rwanda. His killing has raised serious questions about the safety of Rwandan government critics living in exile.

Robert Kabera asked for protection, but neither the Ugandan government nor @Refugees provided him with the protection he needed. His death raises serious questions about the safety of Rwandan refugees and the failure to protect those at risk. This is a broader issue affecting Rwandan refugees across Africa, particularly in East Africa, where many fear persecution, abduction, or assassination by agents of Paul Kagame’s regime. Tragically, their concerns are too often ignored, and their calls for protection go unheard by host governments and the international community. How many more Rwandan refugees must suffer or lose their lives before the world takes their plight seriously?

In 2020, Sgt Maj Robert Kabera told the @DailyMonitor he had fled Rwanda because of persecution. In 2021, he told @hrw that Kigali wanted him deported. On Saturday he was found beheaded in Mpigi, outside Kampala. He warned for six years. Uganda granted him protection, and it now owes his family and every Rwandan refugee a credible, independent investigation. monitor.co.ug/uganda/news/na…

Sgt Maj Robert Kabera arrived in Luwala, Mpigi, at 7pm on 16 October. By the next morning his brother was searching for him. He was found beheaded. Kabera, former @RwandaMoD military instructor and Army Jazz Band soloist known as "Sergeant Robert", fled Rwanda in November 2020 and held refugee status in Uganda. He reported threats against his life for years; in 2021 he told Human Rights Watch that Rwandan authorities had demanded his deportation. He was Fred Rwigema's nephew. Ugandan security is now hunting a boda rider, Innocent, who took him to a bar that night and has since vanished. @PoliceUg at Kammengo and Kampala detectives have opened an investigation. It must be independent and transparent, and it must examine every motive, including the one Kabera himself warned about. chimpreports.com/inside-stor…

Sergeant Major Robert Kabera, a former Rwandan soldier who fled to Uganda and became an outspoken critic of @PaulKagame’s government, was brutally murdered. His mutilated body was discovered on October 17, 2026, in circumstances too horrific to comprehend. My deepest condolences go to his family and loved ones. Whether this is another act of transnational repression by the Rwandan government remains to be established through an independent investigation. However, Robert would not be the first Rwandan dissident to be killed in exile. We cannot ignore the history of attacks against critics abroad, nor the chilling effect such crimes have on those who dare to speak out. These tactics have been extensively documented by human rights organisations. In its 2023 report, “Join Us or Die: Rwanda’s Extraterritorial Repression,” @HRW documented killings, kidnappings, enforced disappearances, threats and intimidation targeting Rwandan critics living abroad. hrw.org/report/2023/10/10/jo… Even more disturbing are the reactions of some pro-Kagame voices who are currently celebrating Robert's death. How did we reach a point where fellow Rwandans celebrate the brutal killing of another human being simply because they disagree with his political views? Years of portraying political dissent as betrayal, treating critics as enemies of the state and equating loyalty to Rwanda with loyalty to one individual or the regime in power have contributed to a dangerous culture of intolerance and dehumanization. When people are repeatedly taught to see dissenters as enemies rather than fellow citizens, cruelty becomes easier to justify. Eventually, even the brutal killing of a fellow human being can become a cause for celebration, as we are witnessing in some of the reactions to Robert's death. What has happened to our humanity? And there is one fundamental truth we must never forget: Paul Kagame is not Rwanda. Rwanda is not Paul Kagame. Whoever convinced Rwandans that loving their country means unquestioningly supporting one man and the regime in power has done our nation a terrible disservice. Loyalty to our country should never be confused with loyalty to a political leader. Governments come and go, but Rwanda and its people remain. We must learn to disagree politically without losing our humanity. We can criticise our leaders without becoming enemies of our country. And, perhaps most importantly, we must learn to defend the fundamental rights of people whose opinions we strongly oppose.. The circumstances surrounding Robert Kabera's death, including reports of previous threats against his life and appeals for protection, demand a thorough, independent and transparent investigation by Ugandan authorities. Those responsible must be identified and held accountable, regardless of who they are or whom they serve.

Sgt Maj Robert Kabera, a Rwandan dissident, was found beheaded near his home in Kamengo, Uganda, on 17 October 2026. His head was taken and still had not been found when his family went public. He leaves behind a family with no income and no answers. Rwandan exiles in Uganda have been abducted, disappeared and killed for years, and those cases are almost never solved. Ugandan authorities owe this family a credible, independent investigation, not silence. His family needs support, and the region needs accountability. Please give what you can and share. srv1752388.hstgr.cloud/kaber…

In October 2023, three men attacked Sergeant Major Robert Kabera on Rubaga Road in Kampala. When he shouted for help, they ran to a black car with no number plates and drove off. Before leaving, they told him: "Even if you run to America, we will find you and kill you." His village council reported it to Old Kampala @PoliceUg Station in writing. That was the second time. In 2021 he had already written that his life was in danger, and his local leaders had begged @Refugees to protect him. Two documented warnings. One attack with an explicit death threat, reported to police. And three years later, Robert was found dead outside Kampala. @PoliceUg, was the 2023 attack ever investigated? Were those men identified? Was the car traced? @Refugees @UNHCRUganda, after an attack and a death threat against a registered refugee, what protection was offered? Robert didn't die without warning. He died after warning everyone, more than once.
