The time chain limit is 1MB per block.
Witness data max 3MB.
You agreed to that when using a segwit node.
Everyone competes and pays for that limited block space; rules which you agreed to.
There's no freeloading.
The "discount" is not applied to fees, it's a way to calculate how much data is allowed in a block. "Discount" is an unfortunate word used, as it's not about fees.
