MUSLIM RIGHTS CONCERN (MURIC)* هيئة حقوق المسلمين Motto: Dialogue, Not Violence 13th October, 2026 TEXT OF THE PRESS CONFERENCE ON THE ARBITRARY OMISSION OF PROFESSOR ALI ISA PANTAMI'S NAME FROM THE GOMBE GUBERNATORIAL CANDIDATES' LIST HELD AT THE HEADQUARTERS OF THE MUSLIM RIGHTS CONCERN (MURIC), LAGOS ON TUESDAY, 13TH OCTOBER 2026 PROLEGOMENA (INTRODUCTION): Imams and scholars, Members of the Muslim Rights Concern (MURIC), Greatest Muricians! Gentlmen of the Press, As-salaam Alaikunm. I welcome you all to this press conference. As you are aware, our great country, Nigeria, is in the twilight of preparations for the 2027 general elections which is slated to kick off on 16th  January, 2027. Preparations are already in full gear and everything is being done to ensure peaceful, free, fair and credible general elections. We have convened this press conference because we see that something has gone wrong and it needs to be addressed. No election can be credible when candidates are being disallowed from contesting for no just cause. But before we go on, it is necessary to put our narrative in its proper perspective ab initio to avoid wrong interpretations. Our organization, the Muslim Rights Concern (MURIC), is not affiliated to any political party. We are categorically non-partisan. As an Islamic human rights group, our interest lies in the protection, promotion and projection of Allah-given fundamental rights of Nigerian Muslims. As far as the Nigerian political landscape is concerned, our interest is not the political party or parties but the Muslim candidates and the Muslim electorate. To this end and to confirm our claim, we supported the candidate of the All Progressives Congress (APC) in Osun State during the gubernatorial election held in August 2026 because the state governor had been unfair to Muslims in the state (citizenscompassngr.com/muric…). It is therefore clear that we are for all political parties in so far as Muslims populate all political parties. BACKGROUND TO THE PANTAMI PHENOMENON: Professor Isa Ali Pantami was the only governorship aspirant of the Peoples Democratic Party (PDP) in Gombe State as at May 2026. He was given a voice affirmation as a sole aspirant on May 26, 2026. The voice vote was presided over by the PDP electoral committee chairman for Gombe State, Gregory Yenlong. This initial primary was later nullified by a Federal High Court, leading to a fresh primary election on September 29, 2026. The fresh primary election was duely conducted and Pantami still emerged winner with a wide margin scoring 2,054 votes to defeat Khamisu Mailantarki and Aliyu Garry, who polled 389 and 112 votes respectively in the direct primary. It is noteworthy that INEC monitored the PDP's fresh primary election won by Pantami. INEC team at the historic event was led by Mr. Gambo Umar Arabi. This team leader signed and submitted an official report. So what is INEC now telling us? On what ground is INEC disowning a process it was part of? The presence of INEC at the PDP primary election which produced Pantami proves beyond any reasonable doubt that both Pantami and his party went through due process. INEC UNFAIRLY, UNJUSTLY AND ILLEGALLY LEFT OUT PANTAMI'S NAME: Contrary to all expectations, however, the Independent National Electoral commission (INEC) came out of the blues to omit Professor Pantami's name from the list of guber candidates in Gombe State. But why would INEC still go ahead to remove Professor Pantami's name from the list of Gombe gubernatorial candidates after a court of competent jurisdiction had ruled that a new primary election should be held and it was so held. From that moment the product of that election becomes a bona fide candidate. From this standpoint, INEC's action against Pantami must be seen as deliberate and premeditated. The removal of Pantami's name constitutes a ...

...challenge of a court ruling and an act of impunity bordering on contempt because the fresh primary election was ordered by a court of law. If that is so (and it is) the outcome of that fresh primary has the force of law. INEC's omission of Pantami's name is therefore illegal, illegitimate, unlawful and unconstitutional. However, we hold the chairman of INEC solely responsible for this atrocity. But to understand the rationale for taking this position, we rewind the tape to the illusionary Christian genocide hullabaloo which overwhelmed the Nigerian socio-political architecture from 2025 through 2026. It is an open secret that the same Professor Joash Amupitan who occupies the highest seat in INEC today was fingered as the author of the damning 80-page legal brief which was sent to America. He has not denied this to date. That document was used by the White House to wrongly and unfairly indict Nigeria. Our country was labelled 'Country of Special Concern'. We were threatened. US troops eventually landed in Nigeria. Sokoto was attacked. Nigeria held its breath and trembled. But objective Nigerians across all faiths know the truth. They know that the narrative of Christian genocide was a myth, a charade, a sham and a fictitious story put together by confusionists. Thousands of Muslims, our emirs, our imams and our Islamic scholars have been victims of insurgency. THE MAN BEHIND CHRISTIAN GENOCIDE FICTION IS NOW THE HEAD OF INEC: It is an irony of history that the man behind the petition against Nigerian Muslims which was sent to America is, today, the chairman of INEC, And this is didactic. It is didactic because we raised the alarm about a possible repeat of anti-Muslim sentiment on the part of this same man, Professor Joash Amupitan, when he was picked as head of the nation's electoral body. We said there was a strong likelihood of him profiling Muslim candidates and their voters before, during and even after elections (dailytrust.com/you-must-go-m…). "We were not the only Islamic organization that protested against his appointment. The Supreme Council for Shariah in Nigeria (SCSN) also did (guardian.ng/news/again-shari…). Yet he was retained. Amupitan's lopsided handling of Professor Pantami's candidature has now vindicated both MURIC and the Shariah Council. He should have been fired a long time ago. It is our contention that Professor Amupitan still has an axe to grind with Muslim candidates and Muslim voters. We are not safe in the hands of INEC under Amupitan. We are not fantasizing. What happened to Professor Pantami is enough for us as proof of religious victimisation. Pantami's gubernatorial candidature must be revalidated. We pass a vote of no confidence in Professor Amupitan. We call on President Bola Ahmed Tinubu to find a suitable replacement, a man or woman who is detribalised and devoid of religious  sentiment. Amupitan is not sine qua non. No Nigerian is indispensable at any point in time. We are a Nation greatly endowed with humongous talents. Nobody should hold our nation to ransom. AMUPITAN'S HIDDEN AGENDA: While President Tinubu is working very hard on economic reform, Amupitan is pursuing his hidden agenda in INEC, namely, to weed out Islamic scholars among the candidates of the 2027 general elections, particularly those vying for higher offices like the governorship post. Incidentally, Professor Ibrahim Isa Ali Pantami, is vying for the position of governor of Gombe State under the banner of the PDP and Amupitan has special interest in him. He must explain this special interest. AMUPITAN'S PEDIGREE; We said it a long time ago. A man who took it upon himself to write an 80-page legal brief replete with falsehoods against Nigerian Muslims on the basis of which the United States labelled Nigeria as a country of special concern, a Christian-killer nation and a country where Christian genocide reigns supreme cannot be a good ...

...electoral umpire. If Amupitan can manufacture all those lies against Nigerian Muslims in his 80-page legal brief which he willingly sent to the United States, nothing stops him from concocting worse luciferous allegations against the only Islamic scholar contesting for the post of governor in today's Nigeria, something unheard of before in this country. In Amupitan's anti-Muslim dogma, it is normal for Christian clergies to become governors but it is an anathema for an Islamic scholar to govern a state. Pastor Umo Eno (the founder of All Nations Christian Ministry) is on terra cognito as governor of Akwa Ibom. Apostle Sen. Bassey Otu has every right to be governor in Cross River State while it is Reverend Father Hyacinth Iormem Alia's birthright to occupy Benue State government house. We equally recall that Governor Agbu Kefas of Taraba State is also a pastor. He is the founder and president of The Great Gospel House Ministries (also known as The Great Gospel House Church) in Jalingo. That makes it four pastors as governors in Nigeria. But Amupitan cannot stomach the sight or thought of just one Islamic scholar becoming the governor of Gombe State. We put it to INEC that its chairman has a 'Candidate of Special Concern' (CSC) and it is no other than Professor Isa Ali Pantami. INEC chairman still has an anti-Muslim mindset. He is Islamophobic. Otherwise why would INEC still go ahead to remove Professor Pantami's name from the list of Gombe gubernatorial candidates after a court of competent jurisdiction had ruled that a new primary election should be held and it was so held. From that moment the product of that election becomes a bona fide candidate. We cannot but reiterate that INEC's action against Pantami must be seen as deliberate and premeditated. The removal of Pantami's name constitutes a challenge of a court ruling and an act of contempt. Once again we assert clearly, categorically and unequivocally that the removal of Professor Pantami's name from the list of gubernatorial candidates in Gombe is illegal, illegitimate, unlawful and unconstitutional. It is a hate action. In conclusion, MURIC demands the immediate reinstatement of the name of Professor Ibrahim Isa Ali Pantami as the governorship candidate of the People's Democratic Party in Gombe State. Gentlemen of the press, Thank you for listening. Greatest Muricians... Solidarity forever... There is victory for us... #INEC #PresidentTinubu #BringBackPantami #NoToIslamophobia Professor Ishaq Akintola, Founder/Executive Director, Muslim Rights Concern (MURIC).

AHMED RAJI & CO. BARRISTERS | SOLICITORS | ARBITRATORS | CONSULTANCY 12th October, 2026 The Chairman, Independent National Electoral Commission, (INEC) Plot 436, Zambezi Crescent, Maitama, Abuja. Sir, UNLAWFUL AND UNEXPLAINED OMISSION OF THE NAME OF PROFESSOR ISA ALI IBRAHIM THE NOMINATED CANDIDATE OF THE PDP FROM THE FINAL LIST OF CANDIDATES FOR THE OFFICE OF GOVERNOR OF GOMBE STATE FOR THE 2027 GENERAL ELECTIONS - DEMAND FOR IMMEDIATE PUBLICATION WITHIN THREE (3) DAYS We act as Solicitors to Professor Isa Ali Ibrahim and the Peoples Democratic Party (PDP) (hereinafter referred to as “our Clients”) and on their firm instructions, write in respect of the publication by the Commission on the 10th day of October, 2026 of the Final List of Candidates for the 2027 general elections from which the name of PROF ISA ALI IBRAHIM, the duly nominated candidate of the PDP for the office of Governor of Gombe State, was omitted without any reason being given. Professor Isa Ali Ibrahim is a duly registered member of the PDP at Pantami Ward, Gombe State. The updated PDP membership register (containing his name) was duly submitted to the Commission. (See Annexure A hereto). He purchased the Expression of Interest and Nomination Forms of the PDP for the gubernatorial primary; After screening and clearance, he participated in the governorship primary election of the PDP, Gombe State, emerging as the winner on the 26th day of May, 2026. Thereafter, the PDP submitted his personal particulars (Form EC9) to the Commission on the 8th day of August, 2026 pursuant to Section 29(1) of the Electoral Act, 2026, and the Commission published his name on the 29th day of August, 2026 pursuant to Section 29(3) of the Act. Up to this point, no step was taken by the Commission to question any aspect of his emergence. The primary of 26th May, 2026 was thereafter challenged in Suit No. FHC/GM/CS/9/2026 between Usman Aliyu (Garry) v. PDP & 2 Ors and Suit No. FHC/GM/CS/10/2026 between Khamisu Ahmed & Anor v. PDP & 2 Ors before the Federal High Court, Gombe. The Second and fourth questions submitted for determination, respectively in the Originating Summons squarely challenged the membership of Isa Ali Ibrahim, contending that his name not being in the PDP register submitted to the Commission, he was ineligible to contest the primary. Those issues were fully litigated on affidavit evidence and determined. At pages 57 of the judgment in Suit No. FHC/GM/CS/9/2026, the Court held, in terms thus: “I therefore find that the Plaintiff has not established that the 3rd Defendant was legally incapable of being recognised by the 1st Defendant as its member. Accordingly, question two is resolved against the Plaintiff. Question four concerns whether the 3rd Defendant validly emerged as the 1st Defendant's gubernatorial candidate having regard to Sections 177(c) and 228(b) of the Constitution. Section 177(c) requires a person seeking election as Governor to be a member of, and sponsored by, a political party. I have already resolved the issue of membership against the Plaintiff. The remaining question is therefore whether the 3rd Defendant derived valid sponsorship from the nomination process of the 1st Defendant. That question has substantially been answered under questions one and three”. Equally in Suit No. FHC/GM/CS/10/2026 the Court resolved Questions 1, 2 and 3 in favour of the Plaintiff, but resolved Question 4 - the membership and eligibility of Isa Ali Ibrahim against the Plaintiff. At pages 65-66 of the judgment, the Court held, in terms thus: “As to PDP membership, even though the 2nd Defendant's name does not appear in Exhibit A, that fact alone is not conclusive of his non-membership. The Supreme Court has consistently held that membership of a political party is ordinarily a matter within the domestic affairs of the party and that it is primarily for the party to determine who its members are. See Enang v. Asuquo & Ors supra. In the present case, the ...

...1st Defendant recognises the 2nd Defendant as its member and has produced both a membership card and a register containing his name.........Accordingly, the Plaintiff has not established the 2nd Defendant's ineligibility on the grounds advanced. Question four is resolved against the Plaintiff”. By the two judgments of the 24th day of September, 2026, the Court nullified the primary of 26th May, 2026 on grounds relating to the conduct of that exercise, and directed the PDP to conduct a fresh gubernatorial primary election within 30 days, in accordance with the Electoral Act, 2026, its Constitution and its Electoral Guidelines, “affording the Plaintiff and all other aspirants whose clearance from the screening exercise of 14th May 2026 remains valid the opportunity to participate.” The Court's consequential orders restrained the PDP and the Commission only from recognising, accepting, publishing or giving effect to a nomination “arising from the exercise of 26 May 2026.” (Judgments annexed as Annexures B and C, respectively). In compliance with the Court Order, the PDP gave the Commission due notice of the court-ordered primary, and conducted the fresh gubernatorial primary election on Tuesday, the 29th day of September, 2026. The exercise was conducted in accordance with the Electoral Act, 2026, the Constitution of the PDP and its Electoral Guidelines, and was attended, observed and monitored by officials of the Commission, whose monitoring report is in the Commission's custody (Annexure D hereto). At the conclusion of that exercise, Isa Ali Ibrahim emerged the winner, and his name was again submitted to the Commission as the nominated candidate of the PDP. It is settled law, binding on the Commission, that the removal of a nominated candidate's name is exclusively a judicial act: DINGYADI & ANOR v. INEC & ORS (2011) LPELR-950(SC); RAYMOND v. INEC & ORS (2023) LPELR-61366(CA); AC & ANOR v. INEC (2007) LPELR-66(SC). The Commission's role in primaries is to attend, observe, monitor and report, not to disqualify, and not to cherry-pick. In the circumstances, we have our Client's firm and unequivocal instructions to demand, and we hereby demand that the Commission, on or before Wednesday the 14th day of October, 2026, publish and circulate the name of Professor Isa Ali Ibrahim as the candidate of the Peoples Democratic Party for the office of Governor of Gombe State in the 2027 general elections, in the same manner and with the same prominence as the names of all other candidates published on the 10th day of October, 2026; We trust that the Commission, as an impartial electoral umpire committed to the rule of law and compliance with judicial orders, will take immediate corrective action and confirm in writing the steps taken to resolve this matter. Please accept the assurances of our professional regards. Yours faithfully, Ahmed Raji, SAN A.T. Kehinde, SAN Abdul Mohammed, SAN Wale Balogun, SAN Chief Tunde Falola, Esq.

Gombe 2027: Pantami’s fresh PDP primary victory gets legal backing — Ex-NBA Chair By Ibrahim Ramalan A legal practitioner and former Chairman of the Nigerian Bar Association, NBA, Gombe State, Ahmed Tukur, has argued that a recent Federal High Court judgment strengthened the position of former Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim Pantami, in the dispute over the Peoples Democratic Party, PDP, primary election for the 2027 general election. Mr Tukur said the judgment, which nullified the PDP primary held on May 26, 2026 and ordered the party to conduct a fresh exercise, gave Mr Pantami what he described as three significant legal advantages: judicial confirmation of his party membership, the nullification of the disputed May primary and a fresh primary victory conducted under the supervision of the Independent National Electoral Commission, INEC. He made the submissions in a legal analysis titled, “How the Federal High Court Judgment Fortified Pantami: A Judicial Seal on Membership, Nullification of May Primary, and a Fresh 29 September 2026 Primary Victory.” According to him, the court expressly found that Mr Pantami was a valid member of the PDP and that his name appeared in the party’s official membership register submitted to INEC. Mr Tukur argued that the finding was significant because party membership is one of the issues that can be raised in pre-election litigation under the Electoral Act and the Constitution. He cited Section 77 of the Electoral Act 2026, which deals with party membership registers, and Section 40 of the Constitution, which guarantees freedom of association. The lawyer said the court relied on an INEC-certified copy of the PDP membership register, identified as CTC No. INEC/ABJ/REG/CTC/GM/2026/114, dated September 2, 2026. He argued that the judicial finding would make it more difficult for opponents to successfully challenge Pantami’s membership in subsequent litigation. Tukur also said the judgment effectively extinguished the legal consequences of the May 26 primary after the court found that the exercise did not comply with the applicable provisions of the Electoral Act. He cited previous Supreme Court decisions, including Amaechi v. INEC and PDP v. Ezeonwuka, to support his argument that where a primary election is nullified and a fresh primary ordered, the earlier exercise ceases to have legal effect. “The May 26 primary is void ab initio,” he argued. According to him, the fresh primary conducted by the PDP on September 29 should therefore be treated as a new electoral exercise rather than a continuation of the earlier primary. Mr Tukur said the September 29 exercise was conducted through the direct primary method and monitored by INEC. He said Pantami emerged winner with 2,054 votes against his closest opponent, who secured 389 votes. The lawyer argued that the fresh primary complied with the provisions of Sections 77 and 84 of the Electoral Act, particularly following the Supreme Court’s decision in a case involving INEC and the Zenith Labour Party, which he said reaffirmed the applicable legal framework for party primaries. According to him, the PDP’s use of the direct primary system and INEC’s participation in monitoring the exercise further strengthened Pantami’s position. He also argued that the membership register used for the September 29 primary was the INEC-certified register dated September 2, 2026, which he said satisfied the statutory requirement concerning the submission of party membership registers. Mr Tukur further contended that once a party has conducted a valid primary and submitted its candidate’s name to INEC in accordance with the law, the electoral body cannot unilaterally remove the candidate except in circumstances permitted by law or pursuant to a court order. He cited provisions of Sections 29, 32, 33 and 88 of the Electoral Act, as well as judicial authorities including Dingyadi v. INEC, Action Alliance v. INEC ...

...and Faleke v. INEC. The lawyer also rejected any suggestion that INEC could rely on the Supreme Court’s decision in the Zenith Labour Party case to disqualify Mr Pantami. He said the decision was between INEC and the Zenith Labour Party and that Mr Pantami was not a party to the case. According to him, the restoration or interpretation of statutory provisions by the Supreme Court does not automatically disqualify every candidate, adding that each candidate’s compliance with the law must be considered on its own facts. He further argued that Mr Pantami would be entitled to fair hearing before any decision capable of affecting his candidacy could be taken against him. “Validity of a law does not equal automatic disqualification. ZLP restored the law; Pantami complied with it on September 29,” Tukur said. He also maintained that INEC could not, on its own, substitute another candidate for Pantami after the September 29 primary. According to him, even where a challenge to a primary succeeds, the appropriate remedy would depend on the circumstances and applicable provisions of the Electoral Act, rather than automatically declaring the runner-up the winner. Mr Tukur said this was particularly relevant because Pantami secured 2,054 votes at the September 29 primary, while the second-placed aspirant polled 389 votes. He argued that the court-ordered fresh primary had therefore provided the PDP with a new electoral mandate that should be assessed independently of the nullified May exercise. The lawyer further contended that any challenge to the September 29 primary had to comply with the constitutional timeline for pre-election matters. He said Section 285(9) of the Constitution provides a 14-day period for instituting a pre-election action, adding that the relevant period should run from the date of the fresh primary rather than from the date of the nullified May exercise. Mr Tukur consequently argued that the legal window for challenging the September 29 primary expired on October 13, 2026. He described Pantami’s position as stronger than that of candidates whose party membership, primary victories or nomination status had not previously been subjected to judicial scrutiny. “Most candidates enter the general election with three risks: membership challenge, primary validity challenge, and risk of administrative deletion by INEC. “Pantami enters with a judicial seal on membership, with the defective May primary wiped out by court order, and with a fresh INEC-monitored direct primary that complies with Sections 77 and 84 as restored by the Supreme Court,” he said. Mr Tukur said the combination of the Federal High Court judgment and the September 29 primary had significantly strengthened Pantami’s legal position ahead of the 2027 general election.

Pantami’s fresh primary a legal triumph, blessing in disguise, says lawyer …says court order wiped out May 26 primary, validates PDP membership A legal practitioner and public affairs analyst, Fatimah Usman Zagga, has described the fresh Peoples Democratic Party (PDP) primary election won by Professor Isa Ali Ibrahim Pantami on September 29, 2026, as a “legal triumph” and a blessing in disguise for the former minister. Zagga, in a statement, said recent judicial pronouncements on Pantami’s political future had been widely misinterpreted, urging the public and media practitioners to rely on the Certified True Copies (CTCs) of judgments before drawing conclusions. She said her personal review of the CTC of the Federal High Court judgment showed that the court nullified the primary election that produced Pantami on May 26, 2026, because of procedural non-compliance, but did not disqualify him or award the ticket to another aspirant. According to her, the court instead ordered the PDP to conduct a fresh primary election, thereby returning the power to choose its candidate to the party and its delegates. Zagga argued that the distinction was legally significant, stressing that an order for a fresh election was fundamentally different from an order disqualifying a candidate. She said the fresh primary conducted on September 29 consequently provided the PDP and Pantami with an opportunity to correct the procedural defects associated with the earlier exercise. “In law, a court-ordered fresh election completely wipes out the first one as if it never existed,” she said, arguing that the May 26 primary had therefore been rendered legally non-existent. The lawyer dismissed arguments linking Pantami’s eligibility to the date of the earlier primary, saying such arguments were no longer relevant following the fresh election ordered by the court. She further claimed that the Federal High Court had expressly validated Pantami’s membership of the PDP and confirmed that his name was captured in the party’s official membership register submitted to the Independent National Electoral Commission (INEC). Zagga said the judicial confirmation of Pantami’s membership provided a strong defence against any future pre-election challenge based on his membership of the party. She also pointed to a finding in the subsequent Supreme Court judgment, particularly page 34, which she said established that INEC had extended the deadline for political parties to submit their official membership registers to May 30, 2026. She concluded that the legal battles surrounding Pantami’s candidature had ultimately strengthened his position, urging the public to study the actual judgments and their timelines rather than rely on social media interpretations and media headlines.
