Abdallah Attari: Ambassador of an Occupied Land, Dean of the Diplomatic Corps in Cyprus
The Ambassador of Palestine to Nicosia, Abdallah Attari, has assumed the position of Dean of the Diplomatic Corps in Cyprus. In an interview with Phileleftheros, he stresses that Palestine is not asking for privileges. It demands that international law be applied to the Palestinian people as well, the same law that powerful countries invoke when it serves their interests. There can be no à la carte international legality, nor can human rights be reserved for some while silence is imposed on others.
Q: You have assumed the position of Dean of the Diplomatic Corps in Cyprus. How does the Palestinian Ambassador feel about taking on this role under the exceptional circumstances facing your country as an occupied land?
A:Assuming the position of Dean of the Diplomatic Corps is an institutional responsibility and an honour. For me, however, it also carries a deeper political and human dimension. I represent a people who continue to struggle for what should be taken for granted: freedom, dignity, self-determination, and the right to live in their own homeland without occupation, blockade, or fear.
There is a stark contradiction in this reality. On the one hand, I represent the State of Palestine in a diplomatic environment founded on respect for institutions and international law. On the other, my people continue to be deprived of fundamental rights that the international community recognises as universal and non-negotiable.
The position of Dean is not a personal privilege. It is a responsibility that requires objectivity, respect, and commitment to the principles of diplomacy. It does not mean that I abandon my role as the representative of a people suffering the consequences of occupation. On the contrary, it means that I have an even greater duty to defend the principles of equality, justice, and peaceful coexistence.
Palestine is not asking for privileges. It demands that international law be applied to the Palestinian people as well, the same law that powerful countries invoke when it serves their interests. There can be no à la carte international legality, nor can human rights be reserved for some while silence is imposed on others.
As Ambassador of Palestine, I am confident that, through our people's resilience, sacrifices, and just struggle, we will achieve an independent State of Palestine. I do not know, of course, how uncomfortable those who stand on the wrong side of history may feel about the fact that the representative of an occupied country is currently heading the Diplomatic Corps.
Q: Your predecessor was the Israeli Ambassador, who completed his term in the Republic of Cyprus. How did you assume your duties? Was the customary handover procedure followed?
A:I assumed my duties in a distinctive and symbolic manner. As we did not wish to have any communication with the Israeli Ambassador, who had previously served as Dean of the Diplomatic Corps, the Ambassador of Switzerland graciously undertook the role of mediator in the formal institutional handover.
I would jokingly say that this may be a sign of things to come, as I hope that the occupying State of Israel will leave our land and hand our occupied homeland back to us, even if through the mediation of Switzerland, Cyprus, or any other country guided by international legality, peace, and freedom.
In any case, I would like to express my sincere gratitude to the Swiss Ambassador, who visited me and handed over the relevant file concerning the deanship of the Diplomatic Corps.
The procedure was completed with the appropriate institutional respect, without requiring any direct communication with the Israeli Ambassador. For us, this position is not merely a personal gesture; it reflects our profound political and moral opposition to the occupation and to the suffering endured by the Palestinian people.
Q: Although the spotlight is no longer primarily focused on Gaza, Israeli attacks and plans continue.
A:The fact that Gaza is no longer at the forefront of international news every day does not mean that the tragedy has ended following the purported ceasefire. More than 1,500 Palestinians have been killed over the past year, the majority of them women and children. The decline in media coverage does not mean an end to the suffering. Nor is international fatigue an excuse for allowing injustice to continue.
The Palestinian people continue to face the devastating consequences of genocide. We are not asking anyone to choose between Palestinians and Israelis. We are asking people to choose between justice and injustice, accountability and impunity, peace and the perpetuation of conflict. It must also be made clear that we, as Palestinians, will not allow our national cause to be reduced to a purely humanitarian issue.
The resilience of the Palestinian people and their resistance are thwarting Israel's plans. Israel certainly possesses enormous destructive capabilities, and it is using them, but it appears to be acting without taking the Palestinian people's determination into account. It is high time we put an end to the hollow and misleading narrative surrounding antisemitism and self-defence.
Israel's identity is built upon the displacement of Palestinians. This is what it seeks to achieve by making Gaza uninhabitable, as well as through the actions of settlers in the West Bank, who constitute the spearhead of state terrorism, in an attempt to permanently alter the demographic composition of the land. After all, the plan we are witnessing unfold before our eyes in the West Bank was announced by Ariel Sharon as far back as 1981, 42 years before 7 October.
The options available to the Israeli leadership appear to be "limited". They reject the two-state solution, with a Palestinian state within the 1967 borders. They also reject a single state in which everyone enjoys equal rights.
This raises fundamental questions for Israelis: What do you intend to do with the Palestinians, who account for 50.7% of the population of historic Palestine, amounting to 7.5 million people? Will you continue genocide and ethnic cleansing, or will you formalise an apartheid regime? What will happen to the 15 million Palestinians on this land?
Q: Given its relations with countries in the region, could Cyprus play a mediating role in the Palestinian issue, within the limits of its capabilities?
A:The Republic of Cyprus has significant advantages: its geographical location, its relations with countries in the region, its membership in the European Union, and its historic ties with the Palestinian people. These can be used to promote dialogue, strengthen humanitarian assistance, and establish meaningful diplomatic initiatives.
However, we must be clear: mediation cannot mean treating all parties as equally responsible, regardless of their actions.
Cyprus knows what it means for a national issue to remain unresolved. Our longstanding wish for the Republic of Cyprus is that its national issues be resolved on the basis of international law, since international legality is the only way forward for both Palestinians and Cypriots.
In conclusion, when one looks at the complex picture of the Middle East, the first impression may be that an entire people is somehow surplus to requirements. How, one wonders, does this look in the eyes of the international community?
The Palestinian people are not extra baggage on the journey to freedom. And, as Mahmoud Darwish said, "My homeland is not a suitcase, and I am not a traveller."
President Abbas to Visit Cyprus
Q: President Mahmoud Abbas is expected to pay an official visit to Cyprus at the end of this month. What issues will be on the agenda for the talks?
A:The visit of President Mahmoud Abbas represents an important opportunity to further strengthen the historic relations between Palestine and the Republic of Cyprus. Our two peoples are connected by bonds of friendship, solidarity, and a shared vision of justice and freedom.
The talks are expected to focus on bilateral relations, political developments in Palestine, the humanitarian situation in Gaza, the situation in the occupied West Bank and East Jerusalem, as well as international efforts to achieve a just and lasting peace. The precise agenda will be determined by the two sides.

جواب: إن تولي منصب عميد السلك الدبلوماسي يمثل مسؤولية مؤسسية وشرفاً كبيراً لكنه يحمل بالنسبة إليّ بُعداً سياسياً وإنسانياً أعمق. فأنا أمثل شعباً لا يزال يناضل من أجل أبسط حقوقه، الحرية والكرامة وتقرير المصير والحق في العيش على أرض وطنه من دون احتلال أو حصار أو خوف.
ثمة تناقض قاسٍ في هذا الواقع فمن جهة، أمثل دولة فلسطين في بيئة دبلوماسية تقوم على احترام المؤسسات والقانون الدولي ومن جهة أخرى، لا يزال شعبي محروماً من حقوق أساسية يعترف المجتمع الدولي بأنها حقوق عالمية وغير قابلة للتفاوض.
إن منصب العميد ليس امتيازاً شخصياً، بل مسؤولية تتطلب الموضوعية والاحترام والالتزام بمبادئ الدبلوماسية، وهذا لا يعني أنني أتخلى عن صفتي ممثلاً لشعب يعاني من تبعات الاحتلال بل على العكس، يعني أن واجبي في الدفاع عن مبادئ المساواة والعدالة والتعايش السلمي أصبح أكثر إلحاحاً.
فلسطين لا تطلب امتيازات، بل تطالب بتطبيق القانون الدولي على الشعب الفلسطيني أيضاً، وهو القانون الذي يستند إليه الأقوياء عندما يخدم مصالحهم، فلا يمكن أن تكون الشرعية الدولية انتقائية، ولا أن تُمنح حقوق الإنسان للبعض فيما يُفرض الصمت على الآخرين.
وبصفتي سفير فلسطين، فإنني على ثقة بأننا، بفضل صمود شعبنا وتضحياته وعدالة نضاله، سنحقق قيام دولة فلسطين المستقلة، ولا أدري، بطبيعة الحال، إلى أي مدى سيشعر أولئك الذين يقفون في الجانب الخاطئ من التاريخ بالحرج من كون ممثل بلدٍ محتل يتولى اليوم رئاسة السلك الدبلوماسي.
سؤال: كان سلفكم السفير الإسرائيلي الذي أنهى مهامه في جمهورية قبرص، كيف جرى تسلمكم المنصب؟ وهل اتُّبعت الإجراءات المعتادة للتسليم والتسلّم؟
جواب: جرى تولي المهام بطريقة خاصة وذات دلالة رمزية، وبما أننا لم نكن نرغب في أي تواصل مع السفير الإسرائيلي، الذي كان عميد السلك الدبلوماسي السابق، فقد تفضل السفير السويسري بالقيام بدور الوسيط في عملية التسليم والتسلّم المؤسسية.
ويمكنني القول مازحاً إن في الأمر ربما إشارة رمزية، إذ أتمنى أن ترحل دولة الاحتلال الإسرائيلي عن أرضنا، وأن تسلّمنا وطننا المحتل، ولو بوساطة سويسرا أو قبرص أو أي دولة أخرى تجعل من الشرعية الدولية والسلام والحرية مرجعاً لها.
وفي جميع الأحوال، أتوجه بالشكر الجزيل إلى السفير السويسري، الذي زارني وسلّمني الملف المتعلق بعمادة السلك الدبلوماسي.
وقد استُكملت هذه العملية بالاحترام المؤسسي اللازم، من دون الحاجة إلى أي تواصل مباشر مع السفير الإسرائيلي، وبالنسبة إلينا، فإن هذا الموقف ليس مجرد تصرف شخصي، بل يرتبط بمعارضتنا السياسية والأخلاقية العميقة للاحتلال وللمعاناة التي يتعرض لها الشعب الفلسطيني.
سؤال: رغم أن الأضواء الإعلامية لم تعد مسلطة بالدرجة الأولى على غزة، فإن الهجمات الإسرائيلية والمخططات مستمرة.
جواب: إن عدم تصدر غزة عناوين الأخبار الدولية يومياً لا يعني أن المأساة قد انتهت منذ وقف إطلاق النار المزعوم، لقد أستشهد خلال العام الماضي أكثر من 1500 فلسطيني، غالبيتهم من النساء والأطفال، إن تراجع التغطية الإعلامية لا يعني نهاية الألم، كما أن الإرهاق الدولي لا يشكل مبرراً لاستمرار الظلم.
لا يزال الشعب الفلسطيني يواجه العواقب المدمرة للإبادة الجماعية، ونحن لا نطلب من أحد أن يختار بين الفلسطينيين والإسرائيليين، بل نطلب منه أن يختار بين العدالة والظلم، وبين المساءلة والإفلات من العقاب، وبين السلام واستمرار الصراع، ويجب أن يكون واضحاً أننا، بوصفنا فلسطينيين، لن نسمح بتحويل قضيتنا الوطنية إلى قضية إنسانية بحتة.
إن صمود الشعب الفلسطيني ومقاومته يُفشلان مخططات إسرائيل، التي تمتلك قدرات هائلة على التدمير، وهو ما تفعله بالفعل، لكنها تبدو وكأنها لا تحسب حساباً لإرادة الشعب الفلسطيني، لقد آن الأوان لوضع حد للرواية الهشة والمضللة المتعلقة بمعاداة السامية والدفاع عن النفس.
تقوم هوية إسرائيل على تهجير الفلسطينيين، وهذا ما تسعى إليه من خلال جعل غزة غير صالحة للحياة، وكذلك عبر ممارسات المستوطنين في الضفة الغربية، الذين يشكلون رأس حربة في إرهاب الدولة، في محاولة لتغيير التركيبة السكانية بصورة نهائية، بل إن أريئيل شارون أعلن هذه الخطة التي نشهد تنفيذها اليوم على أرض الواقع في الضفة الغربية منذ عام 1981، أي قبل السابع من أكتوبر بـ42 عاماً.
تبدو خيارات القيادة الإسرائيلية »محدودة: « فهي ترفض حل الدولتين، مع إقامة الدولة الفلسطينية على حدود عام 1967، كما ترفض إقامة دولة واحدة يتمتع فيها الجميع بحقوق متساوية.
وهنا تبرز أسئلة موجهة إلى الإسرائيليين: ماذا تخططون أن تفعلوا بالفلسطينيين الذين يشكلون 50.7% من سكان فلسطين التاريخية، أي نحو 7.5 ملايين إنسان؟ هل ستواصلون الإبادة الجماعية والتطهير العرقي، أم ستعملون على إضفاء الصفة الرسمية على نظام الفصل العنصري؟ وماذا سيحدث للملايين الخمسة عشر من الفلسطينيين الموجودين على هذه الأرض؟
سؤال: نظراً إلى علاقات قبرص بدول المنطقة، هل يمكنها أن تؤدي دور الوسيط في القضية الفلسطينية، في حدود إمكاناتها؟
جواب: تتمتع جمهورية قبرص بمزايا مهمة، منها موقعها الجغرافي، وعلاقاتها بدول المنطقة، وعضويتها في الاتحاد الأوروبي، فضلاً عن روابطها التاريخية مع الشعب الفلسطيني، ويمكن توظيف هذه المزايا لتعزيز الحوار، وتكثيف المساعدات الإنسانية، وإطلاق مبادرات دبلوماسية ذات مغزى.
ومع ذلك، يجب أن نكون واضحين: لا يجوز أن تعني الوساطة مساواة جميع الأطراف في المسؤولية، بصرف النظر عن أفعالها.
تعرف قبرص معنى بقاء قضية وطنية من دون حل، ولذلك فإن أمنيتنا الدائمة لجمهورية قبرص هي أن تُحل القضايا الوطنية على أساس القانون الدولي، فالشرعية الدولية تمثل الطريق الوحيد لنا وللقبارصة على حد سواء.
وفي الختام، عندما ينظر المرء إلى مشهد الشرق الأوسط بكل تعقيداته، يرى للوهلة الأولى شعباً بأكمله وكأنه زائد عن الحاجة، فكيف يبدو ذلك في نظر المجتمع الدولي؟
إن الشعب الفلسطيني ليس عبئاً إضافياً في حقائب السفر نحو الحرية، وكما قال محمود درويش»: وطني ليس حقيبة، وأنا لست مسافراً«.

سؤال: من المتوقع أن يزور الرئيس محمود عباس قبرص رسمياً في نهاية هذا الشهر، ما القضايا المطروحة على جدول أعمال المحادثات؟
جواب: تمثل زيارة الرئيس محمود عباس فرصة مهمة لتعزيز العلاقات التاريخية بين فلسطين وجمهورية قبرص، فالشعبان تربطهما علاقات صداقة وتضامن ورؤية مشتركة قائمة على العدالة والحرية.
