🇺🇸 As a direct result of President Trump’s U.S.-Japan trade deal, Japan will provide up to $21 BILLION to build two new semiconductor factories in upstate New York. 🏭 GlobalFoundries will operate the two factories, which will create tens of thousands of high-paying American jobs across manufacturing, construction, and the broader semiconductor industry. Commerce is also redirecting up to $955 million in existing CHIPS funding to bring critical chip production back to America and reduce our reliance on foreign manufacturers. This is President Trump’s trade agenda in action.

It was an honor to do a fireside chat with my friend @USPTO Under Secretary John Squires at the Defense TechConnect Innovation Summit in DC this week. We discussed the history and importance of classified patent applications and the Invention Secrecy Act of 1951. And we discussed the examples of the Manhattan Project patents of Enrico Fermi and Robert Oppenheimer that are up in my U.S. Department of Commerce office. For the first nuclear reactor built at the University of Chicago and the uranium enrichment calutron at Y12/Pantex And below is an excellent USPTO video about classified Manhattan Project patents and the ones from those two leaders. Take a look! youtu.be/pdMjKLvpl1U?si=yQql…

During my trip to Paris to present the wide options of over 10 U.S. new nuclear reactors available to the world, I had a great opportunity to get a picture at the @StateDept Hotel de Talleyrand building with friends and fellow deputy secretaries from @ENERGY James Danley and Dan Poneman.

It was an honor to speak at the @OECD in Paris last week about the unprecedented options available to the world from U.S. new reactor companies at their new nuclear conference. The U.S. has over ten commercial reactor designs, of varying sizes, price points, and for various use cases. Here are a few excerpts from my talk: For a long time, we talked about advanced nuclear. We talked a lot. There were conferences about advanced nuclear. Roadmaps, white papers, working groups, all about advanced nuclear. I attended a great many of them, and I can report that the coffee was consistently excellent. Under President Trump’s first administration, when I was Under Secretary, he decided to stop talking about it and start doing it. He put real support behind a broad swath of designs, many at startup companies the established industry did not take seriously. The theory was straightforward: fund a wide portfolio, and find out which of them will work. This summer, five of those advanced reactors achieved criticality in the United States. Antares Nuclear’s Mark-0. Valar Atomics’ Ward 250. Deployable Energy’s Unity. Oklo. And Aalo Atomics’ Aalo-X, which reached criticality on the Fourth of July, the two hundred and fiftieth anniversary of American independence, and which went from groundbreaking to criticality in eight months. Eight months is faster than many organizations can complete a procurement review. No country in history has brought multiple distinct advanced reactor designs critical in a single month. That happened this summer. Everything I have just described is available to you. With the leadership of Commerce Secretary Lutnick, the President Trump’s point on advancing exports across the whole of the US economy, in particular for frontier technologies. Fermi and his colleagues brought CP-1 critical in a squash court in Chicago, stacking graphite blocks by hand, in the middle of a war, not knowing what they had started. What they had started was a technology capable of delivering abundant, dense, reliable energy. We spent decades without moving the frontier on nuclear. We are done with that period. The demand is here. The designs are ready. The physics has been on our side since 1942. And America is here to work with you with the innovation needed.

I am looking forward to presenting at this @USOECD conference in nuclear this week in Paris. Since starting college at the US Naval Academy at 17 years old studying nuclear engineering, to nuclear submarine officer at the North Pole, to Wall Street with 21 years of nuclear focus, Under Secretary at @ENERGY , to a board role at a major nuclear company, and now supporting the nuclear efforts across the US economy and exports, a lot has happened in the sector that we have seen. But nothing is more exciting than five, yes five, new nuclear reactor designs going critical this summer in the U.S. All five from ground-breaking to criticality in just one year. Most government procurements take longer than that! This has never been done, not even by Admiral Rickover. The portfolio of nuclear options for all the world's energy needs from US companies are well over 10 new designs. Large light water, small modular, high temp gas, fast reactor, molten salt, micro. For whatever a country's needs, from grid support, industrial base, to financing capacity. Secretary Lutnick’s US Commerce Department and other US government agencies look forward to discussing those developments and options for the world in more detail at the event.
Ambassador John K. Hurley and DCM Rebecca Neff discussed shared priorities on nuclear energy cooperation with Bill Magwood, Director-General of the OECD Nuclear Energy Agency (NEA).  The United States looks forward to co-chairing with the NEA the Sept 17-18 Roadmaps to New Nuclear Ministerial Conference. #NuclearEnergy @EconAtState @OECD_NEA @ENERGY

On this day 25 years ago I was walking out of Grand Central a few minutes before 9am. We had just moved offices from Wall Street downtown to midtown. Someone stopped me and said a plane had just hit the WTC. I went up to the top of my building , and subsequently saw the events that transpired I could see then how America would need to be mobilized to confront the terror I had just seen. That clarity of purpose is something I've never forgotten — it shaped how I understood my past and future national security service, sacrifice, and what we owed each other as a country.

As a part of our visit to Berlin this week to give a key note at their 6G conference, we had six meetings with various ministries on 6G and related telecom and innovation topics They included a meeting at the Chancellery (the office of the Chancellor) with Dr Levin Holle, Economic and Financial Policy Advisor to Chancellor Merz. And then a series of meetings with various ministeries’ State Secretaries, which is the equivalent of a Deputy Secretary in the US. They included the State Secretaries from Economic Affairs & Energy, Foreign Affairs, Interior (which in Germany is a national security ministry), Digital Transformation & Government Modernization, and Research, Technology and Space ministries. We appreciate the alignment, coordination and ally-ship of Germany with telecom & 6G strategy. Both at the government and the private sector levels. We also had a large meeting with the countries of the 6G Call To Action consortium that was launched by Secretary Lutnick this summer. With the additions announced this week of India and the Netherlands, the allied nations group now encompasses 27 nations, representing 56% of the global GDP and 1/3 of the global population, $56 trillion of annual GDP and 2.5 billion people. This is the scale that will set the benchmark for the next generation of standards. American leadership on the frontier. @NTIAgov

This week we were in Berlin for a series of ministry meetings and talks, primarily around next-gen telecom and 6G. 6G will be a material jump in the ecosystem vs 5G. 5G was primarily about making our existing devices faster. The 6G ecosystem will be about broad digital systems such as for retail, finance, medicine & healthcare, and logistics, frontier AI models & applications, data centers and related infrastructure, AI native satellites, and the first AI native telecom operating system (such as maybe AI RAN). And it will be about new AI edge devices such as robotics, manufacturing, autonomous cars, and drones. The impact to the global economy and national security will be material. The allied nations had material challenges on how 5G was rolled out globally a decade ago. Lack of coordination and partnership at the government-to-government as well as across companies in the 5G tech stack led to lack of scale across the allied nations, leading to major loss of economic opportunities and privacy & national security impacts. We will not repeat these failures. Being early for standards and tech stacks for Critical and Emerging tech, vs being late. I was honored to be invited to give a key note at German’s 6G conference. And meet with a wide group of ministries and allied nations. Thank you to our friends in the German government. In addition to bilateral engagement, this summer Secretary Lutnick and U.S. Department of Commerce formed the allied telecom effort, 6G Call to Action, launched by 25 allied nations in DC this summer: ntia.gov/other-publication/2… youtu.be/hyEli6CUXps?si=J5jC… We also announced two additional members this week, India (the world’s most populous nation) and microelectronics leader the Netherlands. Adding to many from across Asia, Latin America and elsewhere such as the UK, Japan, S Korea, Australia, Lithuania, Panama and Honduras. Our Call to Action nations are tied together to drive standards leading to scale. The 27 countries now include the whole G-7, 56% of the global GDP, and a third of the world’s population. $65 trillion of annual global economic activity and 2.5 bn people. American and global allied leadership at the frontier. #Germany #India #TheNetherlands #6GCallToAction #6G

On a dark night in 1943, a wounded submarine captain, unable to climb down off his own bridge, gave a two word order that killed him and saved all 80 of his men. The order was "Take her down," and it became one of the most sacred phrases in the United States Navy. His name was Commander Howard Gilmore, and here is the moment. On the night of February 6, in the southwest Pacific, Gilmore had his submarine, the USS Growler, running on the surface in the darkness, stalking a Japanese convoy for an attack. Then a Japanese escort ship spotted them and swung around to ram, charging straight out of the black. Gilmore reacted instantly, ordering a hard turn to strike first, and the Growler smashed into the enemy ship at speed, a collision violent enough to crumple 18 feet of the submarine's bow over to one side. At that same instant, the Japanese crew raked the Growler's exposed bridge with machine gun fire. The officer of the deck and a lookout were killed outright, and Gilmore himself was cut down, badly wounded on his own bridge. Now understand the situation. A submarine's bridge is a tiny platform on top of the conning tower, and to dive, the crew scrambles down a hatch into the hull and seals it. The wounded men who could still move began dropping down the hatch. But Gilmore, hit and unable to climb down, understood the arithmetic instantly. The submarine was still on the surface, exposed, being fired on, and every second it stayed up it might be sunk with every man aboard. The only way to save the boat was to dive right now. But you cannot dive with the hatch open, and he could not reach the hatch. So he gave the order that would kill him and save everyone else. Clinging to the bridge, bleeding, he called down into the hull, "Take her down." He was ordering his own crew to seal the hatch and submerge the submarine while he was still on top of it, knowing it left him on the surface to die. His officers hesitated at the sheer horror of the command. Then they obeyed their captain. They closed the hatch and took the Growler down. Gilmore was never seen again. The battered submarine survived, submerged, and limped home, alive because her captain had traded his life for hers in the space of a few seconds. Howard Gilmore became the first submariner of the war to receive the Medal of Honor, and his final order, "Take her down," lives on in the United States Submarine Force as the ultimate expression of a commander who put his crew and his ship above his own life.
