Moratoriums aren't killing the US datacenter buildout.
Our analyst @mayabarkin finds only ~2.3 GW of ~21 GW in moratorium areas (excluding the TCEQ pause in Texas) is likely to be delayed, as cited in The Economist.

A few reflections from travelling (w/ @ed_shackle, @sebwride++) through data-centre country in Michigan/Ohio in my latest for @TheEconomist.
1/ The issue really is moving votes to the Democrats. That's now visible in our polling, too (h/t @OwenWntr), but also in the scale of on-the-ground discontent. I'm quite a bit more bearish on the prospects for big new data-centre projects in blue states after the trip.
2/ I really didn't hear that much direct anti-AI sentiment. The mood much more was a cocktail of worries about local harms (water, electricity bills, house prices), plus a total distrust of businesses and politicians. Against that backdrop, assurances about the water usage of closed-loop cooling systems really don't cut through. And, though developers will doubtless get cannier at this, cash payoffs to communities can easily look like subterfuge and do little to help.
3/ Still, moratoriums are at this stage much more bark than bite (h/t @mayabarkin for the data there). Only about 2GW seems actually delayed. The bigger risk is deterring newer projects, but I'd still guess that affects the exact locations more than whether the build-out happens at all.
4/ The question I'm left with is what comes after data centres as the big AI political issue into next year. A few obvious candidates are: a big cyberattack, the sheer scale of AI-related PAC spending in the 2028 cycle, the early innings of job displacement.
5/ What the data-centre issue should tell us, I think, is that voters' hostility to new technologies that change their lives in unpleasant ways is vast—especially when those changes are less positive-sum than data centres. So, however mad you expect AI as a technology to make the next few years, scale that up accordingly to account for a much more scrambled politics.

ClusterMAX 3.0 is here!
ClusterMAX 3.0 debuts with a comprehensive review of the neocloud industry, covering 77 providers.
We increase our market view to cover 323 providers, up from 209 in ClusterMAX 2.0, 169 in ClusterMAX 1.0, and 124 in the original AI Neocloud Playbook and Anatomy article.
We have now interviewed well over 200 end users of neoclouds as part of this research.
We update our itemized list of criteria across 10 categories, and update our direct descriptions of our expectations for Slurm, Kubernetes, Standalone Machines, Monitoring Dashboards, and Health Checks. All of this content is live on our website. We encourage providers to use these lists when developing their offerings. We still consider these lists as an amalgamation of our experience interviewing end users, making them representative of the features that end users expect from their cloud providers.
Nebius joins CoreWeave in the Platinum tier. While CoreWeave still sets the technical bar for others to follow, Nebius is now established as a provider that consistently commands a premium pricing over others. Strong business decisions by Nebius have put them in a position to serve an entire class of neolabs at seller’s prices.
Google Cloud joins Oracle in the Gold tier. Azure moves to Silver, Fluidstack moves to Unavailable, and Crusoe drops to Bronze. Lambda, Firmus and TensorWave remain in Silver, while GMI moves up to Silver from Bronze.
Many companies drop from Silver (or Gold) to Bronze or lower. We raise the bar this round as only 19 neoclouds globally achieve a Medallion rating.
We establish a tier between Bronze and Underperforming: the Participation Ribbon tier. 15 providers join this rating, which more accurately describes our opinion that they do the bare minimum to get by.

More than 300 local governments have moved to pause data centers. There is a three-step plan for dealing with that.
"Many folks don't realize we're starting to get into a moment of oversupply of early-stage projects."
"This is fairly cheap political signaling."
"Some people were actually net positive on AI while being net negative on data centers."
"Give me your three-step plan to get the political opposition to chill out a bit."
"Create your own town."

Excited to announce the SemiAnalysis Teardown Engineering & Evaluation Lab (STEEL)
We have been building a state-of-the-art teardown lab in Oregon with $10s of millions Capex being spent capable of analyzing the world’s most advanced and important chips and process technologies over the last year and half.
We have already generated revenue on advanced datacenter chip teardowns.
This is a bit of inconvenient timing for TechInsights as they are private equity owned and currently being sold while having enjoyed virtually no credible competition for decades. This has led to TechInsights underinvesting in CAPEX.
SemiAnalysis exceeds TechInsights in revenue despite no venture or private equity ownership and being founded only 6 years ago.
Because we have no external investors and are founder led, we move faster, build faster, and we can release client chip teardowns for free regularly, while focusing on datacenter for our major clients.
STEEL has a state of the art fleet of tools.
We are less than a year and half into the journey here, but our goal is to be number 1 just like we are in AI, Datacenter, and Semiconductor market data, consulting, and technically analysis.
Our largest customers which, include all of the hyperscalers and world's largest semiconductor companies, are excited for us to shake up the market. – at Fruit Cove, FL
