The reasoning here is to press down the number of colonies.
@amosolov In everything but tech-mining, you technically only have use for a single planet (apart from military bases, but then it's based on proximity). Tech mining would, by a thorough player, always be pursued.
@amosolov Diminishing the total amount of ruins that can be tech-mined would therefore lessen the uh, "impact" such a thorough player would feel when colonizing a third of the sector (I'm sure you know what impact I'm referring to performance-wise).

@dgbaumgart Teensy lore question re: Starsector; how are new blueprints created lore-wise? I know prototype ships are a thing (if rare, looking at you Zigg) but how would, say, the Diktat design a new ship for mass production in the "current era" of the Sector?
