In big part because of snus, which got banned in the EU for no good reason. Now that the UK is out of the EU, it could quite easily lift the ban but they won't because it is being dictated by a bunch of puritanical charlatans, who have no respect for consumer choice.

@Delta Air Lines explicitly prohibits use of snus and nicotine pouches on flights. A policy based on of pure ignorance or spite?
What possible reason can it have for this policy? No inconvenience to fellow passengers. No spitting. Less refuse than chewing gum.
