Happy to preside over the commemoration of the world food day today at @mbazardi in mbarara. This world food day has also concided with the marking of 100 years of @mbazardi formerly mbarara stock farm( locally known then as "Famu y'omujungu"). I congratulated our @narouganda research scientists for always sustaining our agri-food systems through their continous research and breeding efforts. Today, we released three (3) new improved varieties of sweet potatoes called the "The purple fleshed Sweet potatoes" which are rich in many nutrients including zinc, vitamin A, C and with antioxidants that prevent/reduce cancer risks and hypertension. I appealed to all leaders ( agriculture scientists, political leaders and farmers ) to mobilise our people to continue farming and produce more food for our markets. Out of the 40m acres of arable land that God gave us , we haven't even used half of if for effective agricultural production. I assured our farmers, that government is aware of the increasingly harsh and unpredictable weather and all resources to scale up irrigated farming are being mobilised. Science and research through innovation must support farmers with knowledge and technology enablers of sustainable climate smart farming. We have to balance farming for food, for income and for Animal feeds while doing so in an environmentally secure ecosystem. I wish you all fellow farmers a happy world food day!

Mukene fishing to resume as ban is lifted next month State Minister for Fisheries Hon. Robert Migadde Ndugwa has issued a stern warning to all landing site committee members across the country to stop engaging in illegal fishing or face immediate dismissal. While meeting fishermen at Ggolo and Kamaliba (Mpigi District) and Lambu (Masaka) landing sites, Migadde announced that starting next month, any committee member found involved in illegal fishing will be removed from leadership. “We are going to dismiss leadership of landing site committees that fail to meet expectations,” Migadde said. During the engagements, the Minister also delivered long‑awaited news for silver fish (Mukene) fishers. He confirmed that government plans to lift the Mukene ban next month, following completion of new regulations. “The issue of Mukene was about regulations, which are now done. Once they are presented before Cabinet this month, the ban will be lifted next month,” he assured. Mukene fishers nationwide have repeatedly appealed to government to lift the ban to sustain their livelihoods. Migadde, together with MAAIF officials, is currently traversing the country to promote proper fishing practices and strengthen aquaculture development.

Today I joined a high-level Two-Day Meeting with all Local Government leaders - both political and technical heads: LCV Chairpersons, City/ Municipal Mayors, Chief Administrative Officers (CAOs), Town Clerks, Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) - convened by the Ministry of Agriculture, Animal Industry and Fisheries to discuss strategies to transform the agricultural sector. Representing the Ministry of Local Government, I delivered a statement on "Effective Delivery of Delegated Functions to Local Governments”! I laid bare the challenges: The extension worker-to-farmer ratio stands at 1:1,800 against the recommended 1:500, funding is inadequate, and over 50% of farmers have never seen an extension worker. This gap is GREATLY affecting PDM. The Way Forward is Staffing and retooling extension workers, adopting the 4-Acre Model, strengthening accountability through Local Government Performance Assessments, organizing farmers into cooperatives, and improving rural infrastructure. As Ministry of Local Government , we committed to take on the BULL DOZING role to ensure extension workers do their work. We will push, supervise and hold everyone accountable until services reach the people they are meant to serve. I reminded the leaders to remember the call of President Museveni @KagutaMuseveni to stop corruption and slumber (otuulo) / negligence at work plus the added appeal from Gen MKM @mkainerugaba to each of us to serve with patriotism and repulse corruption! FOR GOD AND MY COUNTRY Hon. Justine Nameere Nseebula Minister of State for Local Government

The following are excerpts from the Minister's statement on each of the key areas: ❇️ On Irrigation development: The proportion of land under irrigation in Uganda remains below 2%, compared to approximately 3.5–4% in Sub-Saharan Africa and about 28% in Northern Africa. The question we must therefore ask ourselves is: Why has irrigation coverage remained so low in Uganda? As you all know, for a long time Uganda has enjoyed a relatively favourable and predictable climate, with annual rainfall of at least about 1,250 mm in most parts of the country. This has generally been sufficient to support two planting seasons in much of the country, except in some traditionally water-stressed areas, particularly parts of the cattle corridor. As such, faced with many competing priorities, Government did not find it urgent to invest substantially in the development of irrigation infrastructure. However, with support from a number of loan-funded projects, both the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and the Ministry of Water and Environment (MWE) have developed a number of irrigation schemes and water-for-agricultural-production facilities. The challenge, however, is that some of these facilities are not yet fully functional, particularly in terms of last-mile conveyance of water to farms and livestock watering points. During this engagement, you will provide us with the status of these facilities in your respective districts. Now, however, our circumstances are changing. With increasingly erratic weather patterns, agricultural production and productivity are becoming more vulnerable and less predictable. We can no longer rely solely on rainfall to sustain agricultural production. I am pleased to report that H.E. the President has prioritized mass irrigation development as a key policy and strategic intervention to stabilize agricultural production and increase productivity. #AgricultureUG #MAAIFMeetsDistricts

𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭𝐬 𝐔𝐫𝐠𝐞𝐝 𝐭𝐨 𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧 𝐀𝐠𝐫𝐢𝐜𝐮𝐥𝐭𝐮𝐫𝐚𝐥 𝐒𝐞𝐫𝐯𝐢𝐜𝐞 𝐃𝐞𝐥𝐢𝐯𝐞𝐫𝐲 The State Minister for Local Government, Hon. Justine Nameere, has called on local governments to strengthen the delivery of agricultural services and make better use of available resources to accelerate the transformation of Uganda’s agriculture sector. Speaking at the District Local Government Engagement on Strategies to Transform the Agricultural Sector at Imperial Royale Hotel, Kampala, Nameere said effective decentralisation remains central to improving service delivery, with local governments playing a critical role in implementing national policies and programmes at community level. She said agriculture remains fundamental to Uganda’s livelihoods and economic transformation, requiring stronger coordination between central and local governments to improve production, productivity, markets and value addition. Nameere outlined key responsibilities of local governments in agricultural transformation, including establishing and maintaining production infrastructure, organising agricultural extension services, mobilising communities to participate in Government programmes, promoting climate-smart agriculture, supporting mechanisation, and planning and implementing agriculture-related budgets and programmes. She also highlighted the role of local governments in facilitating access to agricultural inputs and markets, connecting producers to buyers, providing market information and promoting value addition to support the transition of households from subsistence to a commercial money economy. However, Nameere identified weak extension service delivery, inadequate staffing, limited funding and resource constraints as some of the challenges affecting agricultural transformation at local government level. She urged local governments to strengthen extension services and ensure that farmers receive practical, timely and relevant technical guidance. Nameere also called for greater attention to irrigation, noting that climate variability and recent droughts have demonstrated the need to reduce dependence on rain-fed agriculture. She cited farmers who have invested in small-scale irrigation as examples of what can be achieved when water is made available for production. She further emphasised the need for stronger coordination between central and local governments in implementing agricultural interventions and ensuring that investments deliver value to communities. The Minister directed local governments to prepare, within two weeks, reports on agricultural facilities that are non-functional or underutilised, indicating the specific reasons for their status, including possible challenges related to electricity, land, infrastructure, corruption or other institutional constraints. She said the reports would support coordinated action by the relevant Ministries and enable Government to develop interventions to restore the facilities to full functionality. “We need to put our Ministries together, coordinate with the Prime Minister and make a case for these facilities in Cabinet, and make sure that as we move forward, all these facilities are functional,” Nameere said. She reaffirmed the Ministry of Local Government’s commitment to coordinating, supporting and monitoring local governments to ensure they effectively deliver their delegated functions and remain accountable for results. Nameere urged local government leaders to use the resources available to them efficiently and work closely with the Ministry of Agriculture, Animal Industry and Fisheries and other stakeholders to ensure that Government interventions translate into tangible improvements in the lives and livelihoods of farmers. #OpenGovUg @MoLGUganda @MAAIF_Uganda @JustineNameere

Interventions proposed by MAAIF under the new irrigation development plan: These are five (5) in number, as follows 1. Investing in water conveyance systems for on-farm in districts/communities where farmers already have reliable water sources but just lack the conveyance infrastructure up to the gardens 2. Development of an on-farm conveyance infrastructure to farms that are close to seasonal rivers and other streams where abstraction is possible. 3.Profiling all the already developed irrigation systems (developed by both MAAIF and MWE); that may either not be fully functioning or not functioning at all for rehabilitation and full operationalization i.e., addressing the last-mile connectivity challenge so that water actually reaches the farms. 4.Development and transfer of bulk water systems in districts/communities that are water stressed; so as to eventually enable the development of on-farm water distribution networks. 5.Development of fish ponds especially in low land areas like Bukedi, Busoga, Luwero and Kigezi where we have outstanding directives from H.E President @KagutaMuseveni. #AgricultureUG #MAAIFMeetsDistricts
