UNSMIL calls for suspension of executions and stresses the need to uphold fair trial guarantees TRIPOLI – The United Nations Support Mission in Libya (UNSMIL) expresses grave concern that more than 30 individuals have been executed in eastern Libya in recent weeks, and calls on the authorities to immediately suspend further executions. Since reports of the executions first emerged, UNSMIL has engaged extensively with the relevant authorities, at both political and technical levels, urging that executions be suspended and that the cases concerned be subject to careful, credible review consistent with Libya's human rights obligations under national and international law. The Mission deeply regrets that, despite these efforts, executions have proceeded. As reflected in recent communications with the eastern authorities, the Mission urges them to engage with the Mission’s Human Rights team to discuss and review procedures to ensure that proceedings fully respect fair trial and due process standards, while recognizing the rights of victims and their families. As noted by the Office of the High Commissioner for Human Rights on 26 August, these executions mark the end of a de facto moratorium on the use of the death penalty in Libya that had been observed for approximately 15 years. The resumption raises serious human rights concerns at a time when strengthening public confidence in State institutions, the rule of law and national reconciliation remains critical. UNSMIL recognizes the responsibility of the competent Libyan authorities to protect the population and ensure accountability for acts of terrorism and other serious crimes. It also acknowledges the grievances and the legitimate expectations of the families of the victims of such acts. UNSMIL reiterates its readiness to engage constructively with the relevant authorities to support full compliance with Libya’s human rights obligations, strengthen the administration of justice, and protect the right to life and fair trial guarantees.

We're appalled by the mass execution of 11 men in eastern #Libya last week after a flawed trial before a military court. These judicial executions – the first in 15 years – are major step backwards. There must be no more. The death penalty is incompatible with the right to life & also raises the risk of executing innocent people.

Yesterday I attended the commemoration of the Tripoli airplane crash of 12 May 2010, one of the deadliest aviation disasters in Dutch history, where 103 people, most of them Dutch, and some of them Libyans lost their lives. We remember them and stand with their loved ones.
