It will also develop a blueprint for the next phase - of recovery - to support the restoration of economic activity and contribute to Gaza’s reconstruction efforts.
The participants also underscored the importance of maintaining the unity of the Palestinian private sector and its official representative bodies, while strengthening coordination between private sector institutions in the West Bank and the Gaza Strip to promote unified positions and representation before official bodies, international partners, and donors.
In conclusion, both sides reaffirmed the importance of continued joint efforts to strengthen the private sector’s role in economic recovery, reconstruction, and job creation in the Gaza Strip.

Statement by the National Committee for the Administration of Gaza
The National Committee for the Administration of Gaza (NCAG) welcomes the progress announced yesterday regarding the roadmap, and the opening of a path toward beginning its implementation.
This development represents an important milestone for our people in the Gaza Strip. After years of conflict, destruction, and uncertainty, the priority today is to translate this progress into practical steps that have a tangible impact on citizens' daily lives.
The NCAG affirms its full readiness to assume its responsibilities. Over the past months, it has completed extensive institutional and operational preparations to take over the administration of the Strip, restore essential public services, strengthen the rule of law, facilitate the delivery of humanitarian aid, and lead recovery and reconstruction efforts.
In line with President Trump's comprehensive plan for Gaza, and UN Security Council Resolution 2803, the Committee's mission is to serve our people in the Gaza Strip through a Palestinian administration characterized by efficiency, transparency, and accountability, guided by the principle of one authority, one law, and one security apparatus.
As the implementation process advances, NCAG will focus on restoring the functioning of public administration institutions, restoring essential services, improving humanitarian conditions, enhancing public security, laying the necessary foundations for recovery and reconstruction, and creating an environment that supports development and generates economic opportunities.
The NCAG believes that the success of this phase depends first and foremost on Palestinian national partnership, and on integration of roles among national institutions, local authorities, the private sector, and civil society organizations, as these constitute the essential pillar for the administration and recovery of Gaza. Accordingly, the NCAG will work in full coordination with the Board of Peace, the Office of the High Representative, the International Stabilization Force, and the regional and international partners, to create the conditions necessary to enable it to carry out its responsibilities and begin delivering services efficiently and on a broad scale.
The task ahead is immense, and rebuilding Gaza requires sustained international commitment, substantial financial resources, and close cooperation among all partners. The NCAG has prepared for this responsibility and will carry it out with a spirit of seriousness, urgency, discipline, transparency, and accountability.
Our goal is not limited to rebuilding what the war has destroyed, but extends beyond that to contributing to building a Gaza that is safe, stable, and prosperous, governed through legitimate Palestinian institutions, grounded in the rule of law, in a way that upholds the Palestinian people's right to self-determination and statehood.
The people of Gaza have waited long enough. The NCAG is ready to assume its responsibilities, and ready to work with all partners to serve our people, achieve recovery and reconstruction, and build a better future for the Gaza Strip.

Today, agreement has been reached on the decommissioning of weapons and civilian transition in Gaza. It took months of very difficult negotiations to get here. There were several points when I did not believe we would make it... What the agreement says matters. What happens next matters even more. Implementation and verification have to be real. Withdrawal must move in lockstep with decommissioning. And the @NCAG and the Palestinian people need the political and practical backing to take charge of their own future. Grateful to @realDonaldTrump for driving this through, and to the #US, #Egypt, #Qatar, #Türkiye, #UAE for their support and for their help in keeping people in the room on the days when walking out would have been far easier. I want to also thank the UN Secuirty Council for staying focused on our work and consistently messaging how important it is to fully implement resolution 2803. Ahead of us is a Gaza rebuilt, governed by Palestinians and at peace with Israel an a political horizon to a meaningful resolution the Israeli Palestinian conflict. That is the work now.

This was underscored during today’s meeting in Cairo between NCAG and a Belgian delegation comprising Ambassador Bart De Groof, Deputy Head of Mission Mathilde Renard, and Consul Manon Stoffen, as a follow-up to the Brussels Palestine Donor Group Conference held two weeks ago.
Chief Commissioner Dr. Ali Shaath, Finance Commissioner Dr. Bashir Al-Rayyes and Justice Commissioner Mr. Adnan AbuWarda briefed the delegation on the Gaza Recovery Programme, including the $30 billion financing requirement for the first couple of years and the governance, transparency, and accountability mechanisms underpinning international support.
