When a government underpays a drafted soldier compared to what that person would earn in the civilian market, the difference isn't savings. It's an implicit tax paid in compulsory labour and physical risk. Who actually pays this tax? Rarely the people who decide to wage the war. Throughout my history, from the French Revolution to modern lotteries, the privileged bought substitutes, secured educational deferments, or landed comfortable rear guard positions. Because industrial war required millions of bodies wielding simple rifles, whereas modern war requires high technology skills that six months of compulsory service can't teach. More importantly, conscription brings the battlefield into every living room and kitchen. When professional soldiers die, society moves on. When drafted children die, governments fall. Modern states didn't abolish me out of moral enlightenment; they replaced me to lower the political cost of waging war. What am I when the crisis ends?
