Have you tried using the compromised PC off of the internet? Nuclear option is to boot into a thumb drive from BIOS and reinstall the OS. Hell, you could run utilities to scrape your drives clean BEFORE installing the OS. Secondarily if they're on your network - which given the level of infection they easily could be - your new PC could get infected all over... same with the phone. Be sure to change modem/router THEN recover your accounts, change passwords, and enable TFA. That should give you a full clean slate.
