With the release of 1.42, some of this stuff has changed. Steer Ender level 1 now only gives 1/4th of a block, and both levels 1 and 2 lost the flat 110% bonus damage.
On top of this, throws and command grab starters should now have their GRD gain capped at 1/2 a block of GRD.

UNI2 1.41 saw a pretty significant number of system changes, some of which may seem a little unintuitive in terms of implementation.
