The emergence of Besira raises a broader question about the resilience of the Islamic State’s digital ecosystem. Disrupting a platform does not necessarily eliminate the functions it performs. Propaganda distribution, content archiving and supporter interaction can migrate, fragment or reconstitute across different environments. For counterterrorism, the key measure is not simply how many platforms are removed, but whether disruption produces a lasting reduction in the network’s ability to reconnect supporters, circulate material and sustain its online community.

The cartel’s exploitation of Ukraine drone training isn’t Russian propaganda. I went to Ukraine in January & was told by SBU officials they were cracking down on PMC’s. The need for manpower & unawareness is what led to cartel members & recruits getting in & out.
