Player and manager payments — 14 charges City were accused of failing to properly disclose the full amounts paid to players and managers between 2009/10 and 2017/18. 3. UEFA Financial Fair Play — 5 charges City were accused of failing to comply with UEFA’s financial regulations/FFP rules between 2013/14 and 2017/18. 4. Premier League Profitability & Sustainability Rules — 7 charges They were also accused of breaching the Premier League’s own profitability and sustainability rules (PSR) during 2015/16–2017/18. 5. But I keep seeing people talk about it as if the charges prove that City won all those Premier League titles because they cheated on the pitch.
