Our study found that Project Beacon could save Massachusetts families and businesses $367 million during an average winter, while strengthening reliability and reducing the region’s dependence on expensive fuel oil when energy demand spikes.

Massachusetts didn’t wake up to an “energy emergency” overnight.
Years of expensive energy mandates, constrained natural gas capacity and added charges on ratepayers helped get us here.
Now Governor Healey is temporarily rolling back some of those state-imposed costs, a tacit acknowledgment that her own energy policies are helping drive the affordability crisis.
Temporary relief is not enough. Suspend the mandates, make the relief permanent, and support Project Beacon to bring more reliable natural gas capacity into Massachusetts.
An energy emergency demands a real change in direction.

Our latest study, authored by Fiscal Alliance Foundation Visiting Fellow Paul Bachman, reviewed research on PLA construction costs and found an average 16.2% cost premium across the studies examined. Applied to the Sagamore Bridge’s estimated hard construction costs, the study estimates a potential $293 million increase.
Governor Maura Healey’s Executive Order 641 requires state agencies to review major public construction projects for potential PLA use, while the Sagamore Bridge replacement is already moving forward with one.

🚨Project Beacon Deserves Same Urgency Gov. Healey Is Seeking for Smaller RARE Expansion.
📢Project Beacon would add four times as much natural gas capacity, but Governor has yet to commit her support.
BOSTON – The Massachusetts Fiscal Alliance responded to Governor Maura Healey’s letter urging the Trump administration to speed federal review of the Algonquin pipeline’s RARE expansion, pointing out that the Governor is weighing in on a smaller project already moving through the regulatory process while remaining silent on the much larger proposed Project Beacon expansion.
The RARE project would add approximately 75 million cubic feet per day of natural gas capacity to the Algonquin system. The project is already advancing through the regulatory process, with FERC beginning its pre-filing environmental review earlier this year. Project Beacon, by comparison, proposes adding 300 million cubic feet per day, approximately four times as much additional capacity.
Last week, the Fiscal Alliance Foundation released a study by Always On Energy Research estimating that Project Beacon could save Massachusetts ratepayers an average of $367 million per winter across natural gas and electricity costs. The study estimates the project could increase Algonquin transmission capacity by roughly 10 percent and provide approximately $76 in net winter savings for a typical gas-heated household.

Paul Craney, spokesman for the Massachusetts Fiscal Alliance, hammered the AG for prioritizing foreign wind developers over Bay State ratepayers.
"It's unfortunate the Attorney General is defending the interests of an offshore company instead of the interests of the ratepayers," Craney said.
"Offshore wind is the most expensive energy source, and the Attorney General was completely silent when their turbine blade broke off into the ocean, polluting our ocean, sea animals, and shores. The Attorney General is showing her allegiance to these foreign offshore wind companies instead of the ratepayers of Massachusetts.
Craney was pointing at the July 2024 Vineyard Wind blade failure south of Nantucket, when a GE Vernova blade shattered and sent fiberglass debris washing onto the island's beaches. Campbell issued no public statement.”
