Maybe her goal isn't that the *League* resonates, but that the sinners do, and the League can steal the boughs after. But I think more likely, is their actual goal is the creation of this "Protoplast" and the boughs are simply unneeded to this end.

To close this off, yes the League has more members than what I listed a bit ago and will likely gain more but I think those are simply the members we can reasonably draw conclusions for how they are held in their trauma or grief.
