Not only is this true, the Multiverse Saga has done way more work setting up the concept of the multiverse than the Infinity Saga did with the infinity stones. They were macguffins with an origin explained in one scene in GotG that James Gunn said he wrote in 5 minutes. The Multiverse has had multiple movies explaining different aspects of it, a show dedicated to showcasing other realities, and two seasons of Loki that dive deeper into the concept than anything Marvel has ever done before.
Kevin Feige addresses fans saying that Doctor Doom has no buildup compared to Thanos:
“The Thanos buildup has built up in people’s heads over the years. He sat on a chair at the end. He put on a gauntlet and said, ‘I’ll do it myself.’ And he yelled at Ronin on a video screen briefly.”

Deadpool and Wolverine will likely be wearing these gray outfits during Avengers: Doomsday and Secret Wars, leading into the rumored X-Force movie that Ryan Reynolds is working on.
