Steve didnt, the writers did. Everyone wanted Bucky to be the next Captain cause of his redemption arc and his relationship with Steve. Sam was perfectly fine being Falcon and a great Falcon I might add. He just has no business with the Shield and title of Captain America.

Personally, its not about originality but more about making a fun game. Sometimes being original isnt going to guarantee a fun experience. Ai coding is the tool and as long as it gets better, the creator can and will make original game content for players. Its just a matter of time.
