Today , the Kenya Institute of Special Education (KISE) and Maasai Mara University have signed a Memorandum of Understanding (MoU) to deepen collaboration in special needs education, assistive technology, research and innovation, marking a significant step towards making inclusive higher education a reality.
The partnership comes at a time when inclusion is evolving and gaining greater prominence across Kenyaβs education sector, with institutions increasingly expected to move beyond access and create environments where learners with disabilities can participate, learn and thrive.
Speaking during the signing, KISE Director Dr. Norman Kiogora described the engagement as timely, noting that it comes at a critical moment in the growth of inclusive education in the country and the world at large .
He appreciated the leadership of Maasai Mara University for spearheading this important agenda.β
Dr. Kiogora said tertiary institutions should emulate Maasai Mara University by deliberately creating inclusive learning environments and ensuring learners with disabilities have access to the support and assistive technologies they require.
The MoU further opens opportunities for innovation and practical learning, including collaboration around KISEβs upcoming Assistive Devices Factory, where university innovators will have opportunities for attachments, exposure and engagement in assistive technology development and production.
Dr. Kiogora commended Maasai Mara University for establishing a dedicated Special Needs Laboratory, describing it as a practical demonstration of the institutionβs commitment to inclusive higher education.
Maasai Mara University Vice-Chancellor Prof. Penninah Aloo-Obudho reaffirmed the universityβs commitment to advancing special needs education and said the partnership with KISE would help translate inclusion from policy into practice. She noted that she commits to making this engagement fruitful through her support .
The MoU brings together assessment, research, innovation and assistive technology around a shared objective: ensuring that learners with disabilities are not left behind in Kenyaβs rapidly evolving higher education landscape.
We are proud of this great partnership with the Kenya Institute of Special Education (KISE)

Today, I led the Kenya Institute of Special Education (KISE) delegation to Maasai Mara University for the signing of a Memorandum of Understanding (MoU) aimed at deepening collaboration in special needs education, assistive technology, research and innovation.
This partnership marks an important step in our collective journey towards making inclusive higher education a reality in Kenya. As inclusion continues to gain greater prominence across the education sector, our institutions must move beyond simply providing access. We must deliberately create learning environments where learners with disabilities can participate fully, access the support they need, and thrive.
I appreciate the leadership of Maasai Mara University for embracing this important agenda and for demonstrating a clear commitment to inclusive higher education.I particularly commend the University for establishing a dedicated Special Needs Laboratory. This is a practical demonstration of what it means to intentionally build inclusive learning environments within our institutions of higher learning.
Through this MoU, we are also opening new opportunities for innovation, practical learning and knowledge exchange. Our upcoming KISE Assistive Devices Factory will provide a platform where university innovators can gain practical exposure through attachments, research and engagement in assistive technology development and production.
I believe tertiary institutions across the country can draw valuable lessons from the steps Maasai Mara University is taking to mainstream inclusion. For us at KISE, this partnership reinforces our commitment to ensuring that assessment, research, innovation and assistive technology work together to address the barriers faced by learners with disabilities.
I am grateful to Vice-Chancellor Prof. Penninah Aloo-Obudho and the entire Maasai Mara University leadership for this partnership. I appreciate her commitment to making this engagement fruitful through her support and leadership.
Together, we are taking deliberate steps to ensure that learners with disabilities are not left behind in Kenyaβs rapidly evolving higher education landscape.
Inclusion must move from policy to practice and partnerships such as this one are how we make that happen.
