Biden will find he can have productivity or unity, but he can’t have both. The Dems need to eliminate the legislative filibuster in such a way that affects both parties, perhaps with a sixty-vote requirement to reinstate it. Obstruction must end!

This is correct: McConnell killed the filibuster on the one thing he really cares about, which was Supreme Court Justices. He didn’t care about police reform! Why would he kill the filibuster over it?
