Bradford Council has known since 2021 that its own social worker attended the wedding of a fifteen-year-old girl in its care to the man raping her. That it placed her in his family's home. That it paid them to keep her. It is all in the review the council commissioned into itself. And for four years, Bradford used that review to fight off a full inquiry. "Not of additional value." "Unlikely to provide any new learning." Labour councillors voted an inquiry down as recently as January 2025, days before the first conviction landed. The child at the centre of that review begged publicly for an inquiry. Bradford said no, every time, until Labour losing control of the council took the decision out of their hands. Raja Zulqurnean is now serving twenty-three years. Thirteen men have so far been convicted. The officials have never been named.
