Extraordinary for any American president: Mr. Trump offered to sell weapons to Xi Jinping of China. That was revealed in an interview by David Perdue, the US ambassador. Trump is withholding a $14 billion arms package to Taiwan approved by Congress. China aids Iran and Russia.
