Last week, walking into a grocery store in SE Portland, I saw a friend who happens to drive taxi for one of Portland’s largest taxi companies. I asked him how business was, thinking that ride share companies such as Lyft and Uber had taken the lion’s share of the market. His answer was not what I was expecting.
“Business is booming.” He said. He told me that his company had record profits in 2025.
I asked him why that was the case. He told me that his cab company had contracted as a CCO (Coordinated Care Organization) with CareOregon’s Ride to Care program.
My friend was waiting in the parking lot for his client, a homeless man, to finish purchasing items at the grocery store. The man came out after several minutes looking every bit the part of a Portland homeless individual.
In 2025 alone, the Ride to Care program, which receives money from the Oregon Health Authority (OHP) to transport clients to grocery stores, gyms, support groups, court hearings, warming/cooling shelters, and other social-service trips. The Ride to Share Program is managed through non-profits, primarily Health Share of Oregon, which receives funds through the OHA.
The cost of this program is astronomical:
Nearly 1.7 million trips
Nearly 40k users
5.8 million miles
Total estimated cost: $88 million
That is $88 million in federal and state taxpayer dollars. Besides the “Flex Trips” (social service trips), clients were also transported to doctor’s offices, substance-abuse treatment facilities, and pharmacies.
It seems that the only companies in Portland’s economy that do well have figured out a way to contract with local governments in order to tap into taxpayer funds, especially those siphoned through the Homeless Industrial Complex.

Today in the House, I introduced Articles of Impeachment against @SecWar Hegseth.
The Articles outline how, among other things, Sec. Hegseth is abusing the powers of the DOD, operating without constitutional authority, and gambling with the lives of U.S. servicemen and women.

The Oregon Elections Division just filed to repeal OAR 165-002-0010 the actual rule that tells the public what public records cost.
They’re moving it to a website “policy.” Policies don’t require notice-and-comment. Rules do.
What they advertise: the old rule mentions fax machines and floppy disks.
What they don’t advertise: a published fee schedule with the force of an administrative rule is being taken off the books.
Fee changes:
• First 15 min free → 30 min free. Fine.
• Labor was capped at $25/hr. Now DAS rates: $25 clerical / $40 manager / $75 professional.
• Voter registration statistics, lists of elected officials, and maps were free by rule. The repeal does not retain that access
This is not FOIA. It’s Oregon Public Records Law. Your right to inspect non-exempt records does not change.
What does change is the price list, and whether the agency can rewrite the price list without coming back to the public.
They already called the fiscal impact “minimal.” Minimal for them. Not for parties, journalists, researchers, and anyone who actually uses Elections records to check the government.
No advisory committee. No small-business input and only a 30-minute remote hearing.

- Do not repeal a binding fee rule unless the replacement is also a rule.
