Maybe change the name of "Sanctuary Cities" to something else. The Word "sanctuary" denotes goodness, peace, serenity, kindness, and a heavenly type gdly abode! These cities that let loose those monsters who repeatedly harm others or animals or both, are more like "Hell's Pit Cities" are "Aiding and Abetting Cities" or something like this! Words can fool people and sort of blind them to reality.
