Under Nebraska law, a county treasurer must account for all balances and funds, and failing to render accounts or balance/account for a balance due can result in removal from office by the county board [23-1603].
Key Legal and Accounting Requirements
Strict Accountability: Under Neb. Rev. Stat. § 77-1707, the county treasurer is held strictly accountable for all tax receipts and collections.
Failure to Account: Under Neb. Rev. Stat. § 23-1603, if a county treasurer refuses or neglects to render required settlements or fails to account for any balance due to the state, county, school district, or subdivision, the county board may remove them from office.
Budget Inclusion: The Nebraska Auditor of Public Accounts specifies that funds held by the county treasurer must reconcile correctly between fiscal years, matching beginning and ending balances.
