Nobody can hardfork Bitcoin to change PoW, or any consensus rules.
You can only create an altcoin, airdrop new tokens to Bitcoin holders, and try to convince people to agree to call this altcoin "Bitcoin" and give it the Bitcoin brand.

In conclusion, the court finds Hodlonaut had sufficient factual basis to claim Wright is not Satoshi when he made those tweets. Wright had made a controversial claim, and can't avoid criticism from people who disagree. It's not illegal to call Wright a fraud on Twitter.
