Best is a value judgment, so we run a Real-time Delphi: ecologists, community reps, and funders score every option (PES, legal protection, community stewardship) on desirability and technical + political feasibility until consensus stabilizes. Every score carries a written rationale. No black box. MAKE IT FINANCEABLE. Nothing publishes unverified.
