NEW: President Trump launches an anti-fraud program that will give Americans a 1% commission on the money they find in fraud.
A $1 billion fraud discovery, for example, would net someone $10,000,000.
"If you turn somebody in and you, let's say, report and you find a billion dollars, we are giving a commission to that person of 1%," Trump said.
"It's a lot of money. And if it's 10 billion, 200 billion, 400 billion, we are giving a 1% commission to that person."
Nick Shirley will become the first person to benefit from the program. He will be given a $10,000 check.
"Nick Shirley has been at the forefront of the battle to stop the horrible plague that has happened within our country," Trump said.

He just said he’ll give one of his OWN SpaceX shares to every kid in America next year… at Friday’s closing price, one share for each of the roughly 72 million kids under 18 would be worth about $10.5 BILLION.
As a dad of two boys, I love the thought of kids watching a SpaceX rocket launch and saying, “I own a piece of that.” Now just imagine what that could mean to a kid who’s never owned a stock or thought they could be part of something like this.
