Collin County budget workshop begins Monday. Would you like another property tax increase? On Monday, the Collin County Commissioners Court will host the annual budget workshop, during which the court will establish the budget for next year and adopt a new property tax rate. In each of the past four consecutive years, your county commissioners have raised property taxes on Collin County families. I have voted “NO” each year and have stated my objections to continually raising taxes, but the commissioners have passed tax increases over my objections each year. Next week, we will learn whether commissioners intend to raise your property taxes for a fifth straight year. Once again, I will be advocating for fiscal restraint. Join us on Monday afternoon at 1:30pm. This is your first opportunity to share your thoughts about the budget and the tax rate. I invite you to attend commissioners court in person or send me your comments before the meeting and let us know if you want more spending and higher property taxes. Someone at some point will argue that the county government’s needs are simply too great and that we have no choice but to raise taxes. Someone will argue that this is simply not the year to show fiscal restraint. And neither was last year. Nor the year before that. Nor the year before that. Nor the year before that. But don’t be fooled. What they’re really saying is the government needs your money more than you do. But we do have a choice. Even if the decisions are difficult, you elected us to make those hard choices. When we refuse to make the hard decisions and choose to raise your property taxes instead, we’re pushing the hard choices back on families who have less and less disposable income each year due to an ever-increasing tax burden. Make no mistake, as the second fastest growing county in the entire nation, our county budget will be increasing next year, just as it has every year for decades. But remember, we receive new revenue every year along with all the new growth. In fact, before we even started the budget workshop last year, we knew that we had $21 million in new money from the population growth and the new development across the county! We knew that a tax increase was unnecessary unless we increased spending by MORE THAN $21 million. Ultimately, your commissioners increased spending by $33.5 million and raised your property taxes for a fourth straight year. This year, we have an additional $20 million available to us WITHOUT RAISING TAXES. Will we hold the line? Since 2013 (my first year in office), the county budget has grown faster than population growth and inflation combined. According to the Federal Reserve Bank of St. Louis (FRED), population growth + inflation have risen by 90% collectively between 2013 and 2025. But the county budget has increased by 105% during that same time frame. And the budget of the Sheriff’s Office is leading the way, growing by 132% during these years, significantly outpacing population growth + inflation. It is simply unsustainable to increase government spending more than the population growth and the inflation rate combined. And if we won’t hold the line when we have more than $20 million in new revenues, WHEN WILL WE HOLD THE LINE? After four (will it be five?) years of consecutive tax increases, when does a person finally have to admit that he or she doesn’t know how to govern without raising taxes? So what happens if we don't raise taxes? What type of expenses will we have to defer if we hold the line? Here’s just one example of how county government spending has outpaced inflation. Since 2016, on average, compensation for county employees has increased by 72% (it's actually 102% when you account for the compounding nature of year-over-year raises). This isn’t just for our highest performing employees. This is the average for over 2,000 employees. And this excludes increases due to job promotions. This represents increases in compensation when comparing the same positions from 2016 to 2026. In 2026, the average raise for county employees was 4.4%. In 2025, the average raise was 8.4%. In 2024, the average raise was 11.6%. In 2023, the average raise was 7.6%. Now, before I go any further, let me be the first to say that we have AMAZING employees at Collin County. I’m thankful for our talented team every day! Hard stop. So how do we determine if a 72% (or 102%) increase is appropriate or excessive? We need some context. Consider these points: • According to FRED, the rate of inflation during the same time (2016-2026) was 31.3%. • Did the average Collin County taxpayer receive a raise of 72% (or 102%) from 2016 to 2026? Did you? This is just one example, but it's an important one. This week, we will be asked to approve additional compensation increases for all county employees. During this week's budget workshop, we will be making the hard choices for next year. Will we raise your taxes again?!

MCKINNEY - On Monday, April 6, 2026, the Collin County Commissioners Court voted to approve the sale of the Collin County Adventure Camp to the Circle Ten Council of Scouting America. After extensive discussion, the court approved the sale in a 3-2 vote. Although two other bids - submitted by Huffines Enterprise Land Holdings Development (Huffines) and Horizon Capital Partners LLC - offered higher purchase prices, they did not include plans to preserve the camp's original purpose as an outdoor youth facility. During the discussion, Commissioners Cheryl Williams and Duncan Webb expressed their preferences to sell the property to Huffines for the highest offer of $28.15 million, but Judge Chris Hill and Commissioners Darrell Hale and Susan Fletcher voted in favor of the Circle Ten Council offer to prioritize preserving the original intent and mission of the camp. In 2001, Collin County voters approved $26 million in bonds to fund the development of the Collin County Adventure Camp, and the camp officially opened in 2006. For nearly two decades, it has provided a dedicated space for youth programs, outdoor education, and community activities; serving local schools, scout groups, and other organizations. The offer of $26 million matches the amount originally approved by the voters of Collin County to establish the adventure camp. "This decision reflects our commitment to honoring the community’s original vision, ensuring the camp remains a place where the youth of Collin County can learn, grow, and connect with nature," said Collin County Judge Chris Hill. Under Scouting America ownership, the camp will continue to operate as an active outdoor adventure and educational environment, supporting programs in camping, STEM, and leadership development. While the site's new focus will be scouting activities, the camp will remain accessible for broader community use, continuing to serve the schools, families, and local organizations of Collin County.
