Josh Shapiro’s answer is a 500-page rewrite of Department of Health rules (28 Pa. Code Chapter 27 / IRRC #3490). Proposed § 27.60 adds “prevention, containment or mitigation.” Proposed § 27.60c would give the Department “reasonable and timely access” to a student — unobstructed and in private — including during class.
That is regulation doing what voters already rejected at the ballot box.
