This might explain why the government has chosen to implement a completely ineffective version of Mandatory Reporting, which looks designed not to produce any increase in reports of abused children.
Police forces in England and Wales are struggling to effectively investigate online Child Sexual Abuse and manage registered sex offenders, as rising demand continues to exceed resources, a new report has found.

The Crime & Policing Bill is being debated in the Lords today. It includes the measure on "mandatory reporting" of child sex abuse.
Unfortunately the government has left out the "mandatory" bit. It will not be an offence fail to report abuse. This is not what IICSA recommended.

Good to see that @SamCarlingMP has secured a parliamentary debate on 2 March on safeguarding in small religious organisations- a subject that gets far too little attention. Sam has been energetic in calling for mandatory reporting of abuse :

The victims of Vincent Chan "were too young to protect themselves, and too young to tell an adult".
The govt's new "duty to report" would have done nothing to protect them, because the duty only applies to witnessed abuse and children who tell an adult.

At some point the government needs to decide to be serious about investigating and prosecuting child sex offenders.
And to decide that those who associated with known offenders (after their activities became known) have no place in public life.
The govt promised last year to implement “in full” the IICSA recommendation on mandatory reporting of child sex abuse. In fact, they have left out the mandatory bit. What’s left will achieve nothing.
The Epstein news makes me wonder if they didn’t want reports too close to home.

It seems that the families of the victims of Vincent Chan at Bright Horizons nursery are (quite unsurprisingly) suing the nursery chain. @AllymMillar of @LeighDay_Law apparently is representing them. But from the news articles there is a wider issue.

The grooming gang inquiry needs power, resources and crucially freedom from the Home Office, argues @Richard_Scorer thecritic.co.uk/how-to-rescu…
X tells me it has "added a temporary label to your account which may impact its reach." I don't know why. The Notes say that its possible to appeal, but when I go to the appeal it seems I can only appeal a suspended account, not a labelled one.

Staff at Stonehenge preparing to move the stones back one hour this weekend.....😉😊
The victims' accounts of events around setting up the grooming gangs inquiry have the ring of truth. It is so similar to what happened 11 years ago when the child sex abuse inquiry (which eventually became IICSA) was being set up. The Home Office hasn't learned a thing.
If people want the grooming gangs inquiry to succeed, they would do well to look at why the Independent Inquiry into Child Sexual Abuse (IICSA) failed. there are three main reasons.
The first reason is that it was a shambles when first set up. Inadequate powers, excessive secrecy, inappropriate nominations for chair. theguardian.com/commentisfre…
The second reason is that it took too long.
The third is that most of its key recommendations were so vague that they were largely unimplementable, and so could be safely ignored. mandatenow.org.uk/iicsa-has-…
2) The measure is an almost word-for-word copy of an equally useless measure brought forward by the Conservatives in the Criminal Justice Bill. It ran out of parliamentary time when the election was called. So why did he describe the Conservatives as voting against MR?
3) The Joint Committee on Human Rights has said the government's mandatory reporting measure "lacks teeth". The government is more than a month overdue with its response to the JCHR. Why? And when will a response be provided? committees.parliament.uk/com…
There is nothing new in the mess the government has got into in the grooming gangs inquiry fiasco. Theresa May made all the same mistakes when setting up the child abuse inquiry that eventually became IICSA. You think the Home Office would learn.
