To paraphrase an old Soviet joke
Newsom is visiting a [insert functional state], and the central committee secretary offers to fly him around the city on his jet. It’s a super nice gulfstream 600. Newsom asks the secretary, “how can you afford such a luxury as a public servant?”
The secretary, after a few drinks, says “well, you see that 20 billion high speed rail down there? I rounded up a bunch of rural workers and worked them 9/9/6 and we built the rail 20% under budget”. He then leans in and whispers, “I told the central committee it was 15% under budget”.
A few years later the secretary is visiting Newsom. Newsom offers to take him around on California on his jet. It’s the top end gulfstream 2000. The secretary asks the same question, and Newsom responds, “Can you see that $100 billion high speed rail I campaigned for?” The secretary answers, “no i don’t”. Newsom leans in and says “exactly”.
