The first ever One Piece Luffy card is from 1999, part of the Bandai Carddass Hyper Battle set with card number C01. Good luck finding these now.

One move to make with the One Piece 25th Anniversary set is to get a PSA 10 of each character card. Donā€™t worry about getting a sequential numbered set, focus on getting a full PSA 10 set before these cards likely spike in price. Remember, the character cards feature the original Straw Hat crew. See below image. The Zoro card in particular stands out.

One Piece TCG alpha: The 1st Anniversary promo set is absolutely sending right now, with prices for one sealed box around $4000. Guess whatā€™s the next likely promo set to get attention? The 25th Year Anniversary set, which you can still get under $500 in English and sealed. One of the most obvious buys right now in all of OP TCG.
