JBANC Statement on Congressional Passage of BSI and FMF Funding
The Joint Baltic American National Committee (JBANC) welcomes the passage on February 3 of the final Defense Appropriations bill, which provides $200 million in funding for the Baltic Security Initiative (BSI), as well as the final State and Foreign Operations bill, which allocates $10 million in Foreign Military Financing (FMF) to each Baltic state.
The BSI strengthens the defensive capabilities of the Baltic states by facilitating the transfer of U.S. defense articles to the region. The Baltic states have demonstrated their own commitment to security by spending over five percent of GDP on defense and by providing matching funds for defense articles procured through the BSI.
JBANC thanks our champions in the United States Congress, including the leadership of the House Baltic Caucus—Representatives Don Bacon and Salud Carbajal—as well as members of the Senate Baltic Freedom Caucus, including Senator Dick Durbin and Senator Chuck Grassley. We also extend our gratitude to Representatives Austin Scott and Wesley Bell for speaking on the House floor in support of the BSI.
Finally, we thank all of our grassroots advocates who traveled to Washington, participated in virtual meetings, or wrote letters to their congressional offices. Advocacy is not possible without the strength and dedication of our Baltic American communities.

“we will pay any price….to assure the success and survival of liberty.” Is this still true? Do we prize liberty or do we prize power and purse? No more clear test than the choice between Ukraine and Russia. Abandon Ukraine and we abandon liberty. Eventually even our own.

Trump just waived all of the sanctions on Russia provided for in the Lindsey Graham Sanctioning Russia Act, just as I and others warned he would.
Trump’s latest surrender to Putin again betrays our Ukrainian partners and defies clear congressional intent of legislation designed to punish Russia for its illegal war of aggression.
Trump has proven he will twist this law and abuse the powers it conferred on him, and while he has let the tariff powers lie for the moment, the law as written also empowers Trump to weaponize new trade authorities against our allies and trading partners.
Congress must fix this flawed law to stop Trump from capitulating to Putin and ensure that it truly supports Ukraine.
Trump order just issued from the White House:
“I am hereby waiving the application of such sanctions, restrictions, and duties [on Russia] provided for in the Graham Act.”

🚨BREAKING: This new chart from @TheStudyofWar overlays Ukraine’s strikes on Russian refineries with the price of diesel fuel. There is NO CORRELATION between strikes on Russian refineries and spikes in the price of diesel here in the U.S. They are not driving up prices here.

The disruption of Starshield systems will only prolong Putin’s brutal war in Ukraine and puts American personnel at risk.
I joined a bipartisan group of colleagues to demand the DOD Inspector General immediately investigate this restriction on Ukraine’s ability to defend itself.

The worsening security situation in the Black Sea, the escalation of Russia’s aerial terror against Ukraine, and direct military threats against Europe’s defence industry should be sufficient grounds for triggering Article 4 consultations within NATO.

Ukraine is a truly extraordinary country.
Just think about it: four authoritarian regimes - Russia, China, North Korea, and Iran - are waging war against Ukraine or supporting the war. Three of them possess nuclear weapons, while Iran has an advanced nuclear program.
And now even the president of the United States, the world’s most powerful nuclear democracy, appears more willing to pressure Ukraine than its aggressor.
All against a country that voluntarily gave up the world’s third-largest nuclear arsenal in exchange for security assurances.
What an extraordinary lesson in international politics.

I don’t usually join panels, but given the news and my presence on the ground, I was asked to weigh in. Here’s my response to a panelist who appeared to be defending Vladimir Putin amid Russia’s ongoing war against Ukraine:
“Do you want to save Ukrainian civilian lives, or would you rather hinder and kneecap what’s supposed to be your ally in its fight for survival against Russia? That’s simply what it comes down to now.”

Vitaly, Iryna and their 13-year-old son survived on a cup of grain a day in Russian-occupied Oleshky. They escaped along a mined road. Some 1,700 civilians remain trapped.
When we debate occupied territory in Ukraine, we are really talking about occupied people. Russia’s illegal occupation is robbing Ukrainians of their freedom, dignity and basic security. Their lives are not bargaining chips.

UPDATE: The bill, led by Rep. Meeks, the top House Democrat on foreign policy, is also co-sponsored by GOP Rep. Bacon, making it a bipartisan effort.
