Is it possible the NFL isn't going to punish the Eagles because the NFL was actively pressuring the Eagles to start Jalen Hurts in this International showcase game?
The NFL has concluded that the process surrounding Philadelphia Eagles quarterback Jalen Hurts being cleared to play in Week 5 with a superficial blood clot “was handled appropriately,” a league source tells The Athletic.
The league will not issue any punishment to the Eagles for their handling of the medical process, or for Hurts not being given an injury designation ahead of the game.

One thing I'd add to this: The Eagles don't travel with a hematologist. When traveling internationally, they rely on the league for the best hospitals/specialists.
As noted here, the NFL worked with the Premier League and Jalen Hurts was evaluated at the Cleveland Clinic in London. He was then cleared to play.
When Nick Sirianni referred to relying on "medical experts," that reference included the specialists in London.

Couple things that have seemed to be misunderstood amongst the general public on the Jalen Hurts situation, according to @TomPelissero:
- Jalen Hurts was allowed to sleep, and did, prior to starting against the Jaguars.
- Multiple doctors and NFL personnel say they would’ve also cleared Jalen Hurts to play if a ‘superficial blood clot’ was the initial diagnosis.
- All parties are seemingly on the same page, this is not a “Jalen Hurts vs Eagles” type of thing.
