EuroIslam’s position: treat the Muslim Brotherhood as a transnational political network requiring firm scrutiny—without conflating Islam or ordinary Muslim civic participation with political Islam.

When is ṣalāh obligatory — and when is it valid?
Islamic jurisprudence distinguishes between the conditions that make prayer obligatory and those required for its validity.

The European Parliament’s 8 October resolution is non-binding, but its warning is prudent. Scrutiny of Muslim Brotherhood influence should be evidence-led, proportionate and subject to due process.

Protecting mosques means combining openness with safety. Accessibility, fire prevention, transparent management and respect for neighbours are not mere formalities: they safeguard worshippers and the continuity of the place of worship.

Opaque funding can conceal political influence. Trace grants, intermediaries and beneficial ownership; require disclosure of Muslim Brotherhood-linked affiliations under equal rules.

Entryism is the framework at the heart of our research at ISGAP. On 19 November 2025, we held a high-level policy workshop in Washington coinciding with the publication of its report, The Muslim Brotherhood’s Strategic Entryism into the United States: A Systemic Analysis, which called for the Brotherhood’s designation as a terrorist organisation. Days later, President Donald Trump signed an executive order to begin designating certain Brotherhood chapters as foreign terrorist organisations. In January 2026, the Lebanese branch was listed as a Foreign Terrorist Organisation and the Egyptian and Jordanian chapters as Specially Designated Global Terrorists, and the State Department later designated the Sudanese branch as well. We at ISGAP have briefed policymakers in Washington and allied capitals throughout.
Our founder, Dr. Charles Asher Small, said: “Entryism. Brussels has now adopted the word at the heart of our research. At the halfway point of its 100-year plan, the Brotherhood’s method is clear. Embed in institutions. Capture the discourse. Use the language of rights to hollow out democracy from within, funded by Qatari soft power. This is not about Islam or our Muslim fellow citizens; it is a political project. The deterioration of discourse and rhetoric, in particular in higher education, leads invariably to actions and violence. In Washington, steps have been taken with the Egyptian, Jordanian, Lebanese, and Sudanese branches all designated. Europe must now act. We call on the Council to list the Brotherhood network as a terrorist organization, and on the Commission to follow every euro and end Qatari funding of Europe’s universities.”

A European Parliament resolution cannot place an organisation on the EU terrorist list. That requires individualised evidence, a decision by a competent authority and unanimous Council action. euroislam.eu/en/dossier/isla… #CounterTerrorism #EuropeanLaw #RuleOfLaw
EU funding is the first area where this resolution may have practical consequences. It calls for scrutiny of recipients, intermediaries and beneficial owners. Transparency should apply to every organisation. euroislam.eu/en/dossier/isla… #EUFunding #Transparency #RuleOfLaw
“Islamic tribunal” triggers reactions. What do the documents say? Padua’s rules refer to ritual arbitration under Italy’s civil-procedure framework and to Islamic law. Precision matters. Read: euroislam.eu/en/editoriale/s… #EuroIslam #Documents
