Iran is grateful for President El-Sisi's invitation to attend the Sharm El-Sheikh Summit. While favoring diplomatic engagement, neither President Pezeshkian nor I can engage with counterparts who have attacked the Iranian People and continue to threaten and sanction us. Having said that, Iran welcomes any initiative that ends Israel's Genocide in Gaza and ensures the expulsion of occupation forces. Palestinians are fully entitled to secure their fundamental right of self-determination, and all States remain obliged, more than ever, to assist them in their lawful & legitimate cause. Iran has always been, and will always remain, a vital force for peace in the region. Contrary to the genocidal Israeli regime, Iran is not after Forever Wars —particularly on the dime of its purported allies— but seeks Forever Peace, Prosperity, and Cooperation.

Upon embarking for a 5th round of talks with @SteveWitkoff on May 23, I wrote: "Zero nuclear weapons = we DO have a deal. Zero enrichment = we do NOT have a deal." If POTUS was to glance at the minutes of those talks—recorded by our interlocutor—he would see just how close we were to celebrating a new and historic Iran nuclear deal. POTUS should also recall that there was never any "intelligence" that Iraq was hiding WMDs. There were only unfathomable destruction, thousands of dead American soldiers, and 7 trillion American taxpayer dollars down the drain. Similarly, there was certainly no "intelligence" that Iran was "within a month" of developing a nuclear weapon had Israel not finally managed to deceive the U.S. into attacking the Iranian People. With the failure of that action, Israel is now trying to make an imaginary threat out of our defense capabilities. By now, Americans have had enough of fighting Israel's Forever Wars. Iran is a Great Country and Iranians are a Great Nation, the heirs of a Great and Ancient Civilization. Buildings and machines can be destroyed, but our determination will NEVER be shaken. Doubling down on that miscalculation does not resolve anything. There is NO solution but a negotiated outcome.

In address before the UN Security Council, I outlined how the United States has betrayed diplomacy and how the E3 have buried it. None of what I have seen in New York suggests that the failure of dialogue is by accident. The U.S./E3 rejection of diplomacy is intent and premised on the miscalculation that "might makes right", and that the Iranian People will give in to bullying. Doubling down on faulty assumptions will not resolve the unnecessary crisis at hand. In my statement, I stressed that the E3 violated their obligations under the JCPOA and Resolution 2231, thereby forfeiting any right to now claim. Their invocation of the so-called snapback mechanism is nothing but a blatant abuse of process. UNSCR 2231 will expire on Oct 18, 2025. Terminated sanctions cannot be revived and any attempt to do is null and void.

In a letter addressed to UNSG @Antonioguterres, the President of the Security Council, EU High Rep Kaja and members of the UN Security Council, I have outlined why the E3 lacks any legal, political, and moral standing to invoke the mechanisms of the JCPOA and UN Resolution 2231 (2015). Through their actions and statements, including providing political and material support to the recent unprovoked and illegal military aggression of the Israeli regime and the US; rejection of the main pillars of the JCPOA; and their longstanding and ongoing failure to uphold their commitments, the E3 have relinquished their role as “Participants” in the JCPOA, making any attempt to reinstate terminated UNSC Resolutions null and void. Iran responded to the unilateral U.S. withdrawal from the JCPOA by first exhausting the accord's dispute resolution mechanisms before gradually implementing remedial measures under Paragraph 36 of the JCPOA, going to great lengths to convince other then-"Participants" to return to compliance with their obligations. However, the E3 have reneged on their commitments and actively contributed to the so-called U.S. “maximum pressure” policy, and recently, the military aggression against our people too. Actors with such a record ought to be the last to claim “good faith”. The E3 cannot and should not be allowed to undermine the credibility of the UN Security Council by abusing a Resolution to which they themselves have not been committed. The E3 must heed their own advice to the US in their letter of 20 Aug 2020 and “refrain from any action that would only deepen divisions in the Security Council or that would have serious adverse consequences on its work”. As stressed in my letter, “Iran has shown that it is capable of defeating any delusional 'dirty work' but has always been prepared to reciprocate meaningful diplomacy in good faith”.

Unfortunately, this was all too predictable. Which capital is next? The rabid Israeli regime knows no bounds and only grasps one language. The world, including the region, must unite to end its unhinged aggression. Iran supports the sovereignty and territorial integrity of Syria, and will always stand with the Syrian people.

Netanyahu pledged victory in Gaza almost two years ago. The end result: military quagmire, facing arrest warrant for war crimes, and 200,000 new Hamas recruits. In Iran, he dreamed that he could erase 40+ years of peaceful nuclear achievements. The end result: every one of the dozen Iranian academics that his mercenaries martyred had trained 100+ capable disciples. They will show Netanyahu what they are capable of. But his arrogance doesn't stop there. Having miserably failed to achieve any of his war aims in Iran and compelled to run to "Daddy" when our powerful missiles flattened secret Israeli regime sites-which Netanyahu is still censoring-he is openly dictating what the US should or shouldn't say or do in talks with Iran. Apart from farce that Iran will accept anything a wanted war criminal has to say, the inevitable question arises: what exactly is Netanyahu smoking? and if nothing, what exactly does the Mossad have on the White House?

If the Coordinator of the JCPOA Joint Commission believes that the objective of any potential negotiation is "ending Iran’s nuclear program", it means that: - EU High Representative @kajakallas disregards the provisions of the NPT, which explicitly affirm the right of all signatories to develop, research, and use nuclear technology for peaceful purposes. - The provisions of UN Security Council Resolution 2231 and the JCPOA no longer hold any validity for its official Coordinator, thereby rendering the so-called snapback mechanism baseless. - The participation and role of the European Union and its member states, plus UK, in any future negotiation would be irrelevant and therefore meaningless.

The Parliament of Iran has voted for a halt to collaboration with the IAEA until the safety and security of our nuclear activities can be guaranteed. This is a direct result of @rafaelmgrossi's regrettable role in obfuscating the fact that the Agency—a full decade ago—already closed all past issues. Through this malign action, he directly facilitated the adoption of a politically-motivated resolution against Iran by the IAEA BoG as well as the unlawful Israeli and US bombings of Iranian nuclear sites. In an astounding betrayal of his duties, @rafaelmgrossi has additionally failed to explicitly condemn such blatant violations of IAEA safeguards and its Statute. The IAEA and its Director-General are fully responsible for this sordid state of affairs. @rafaelmgrossi's insistence on visiting the bombed sites under the pretext of safeguards is meaningless and possibly even malign in intent. Iran reserves the right to take any steps in defense of its interests, its people, and its sovereignty.

The United States, a permanent member of the United Nations Security Council, has committed a grave violation of the UN Charter, international law and the NPT by attacking Iran's peaceful nuclear installations. The events this morning are outrageous and will have everlasting consequences. Each and every member of the UN must be alarmed over this extremely dangerous, lawless and criminal behavior. In accordance with the UN Charter and its provisions allowing a legitimate response in self-defense, Iran reserves all options to defend its sovereignty, interest, and people.
