India’s New CAFE-III Norms for Passenger Vehicles | 2027–2032
IFGE applauds the Government of India’s notification of CAFE-III regulations for passenger vehicles, recognizing the important role of ethanol blended petrol, biofuels, CBG in advancing India’s energy security, reducing fossil fuel dependence, and supporting the country’s decarbonization goals.
Effective from 1 April 2027 to 31 March 2032, the new CAFE-III framework places greater emphasis on:
🌱 Cleaner mobility and reduced carbon emissions
⚡ Higher energy efficiency
⛽ Lower fuel consumption
🌾 Recognition of ethanol-blended petrol, biofuels and CBG
🚗 Support for Flex Fuel Vehicles (FFVs) and FFV Strong Hybrids
♻️ Greater flexibility for manufacturers through advanced compliance mechanisms
A key feature of CAFE-III is the recognition of ethanol-based mobility, including incentives for E20 vehicles, Flex Fuel Vehicles (FFVs), and FFV Strong Hybrids.
With India having successfully achieved E20 blending and established substantial ethanol production capacity, promoting higher ethanol utilization through FFVs represents a practical next step in the country’s biofuel journey.
CAFE-III provides a strong demand-side signal for the ethanol sector. A robust FFV ecosystem can create sustained demand for domestically produced ethanol, improve capacity utilization, and encourage further investment across the value chain.
Ethanol offers a unique opportunity to simultaneously support energy security, emissions reduction, rural development, and farmer prosperity. By establishing a conducive framework for FFV technologies, the Government has reaffirmed the strategic contribution that ethanol can make towards building a self-reliant and sustainable energy future.
With E85 infrastructure also being developed, CAFE-III can play an important role in strengthening India’s evolving ethanol and clean-fuel ecosystem while reducing exposure to volatility in global crude oil markets.
Towards cleaner fuels, smarter mobility and a more sustainable transport future.

Delhi: Indian Federation of Green Energy, Director General, Sanjay Ganjoo says, "We are not in favor of cutting down trees for green energy. Instead, we support using the vast amount of agro-waste available in our country, like paddy straw, which farmers burn in states like Punjab and Haryana, causing severe pollution. We can convert that waste into compressed biogas, pellets, and briquettes. Generating energy doesn't require cutting down trees; there are plenty of other resources in the country. India is an agricultural nation with roughly 250 million metric tons of surplus agro-waste produced annually. We need to consume that waste..."
