Let’s use President Frederick Chiluba’s failed 2001 third-term bid as an example as it is the clearest precedent.
Elected in 1991 and re-elected in 1996, he faced a constitutional two term limit. In early 2001, MMD supporters pushed to amend the party and national constitutions so he could run again. The move split the ruling party: Vice President Christon Tembo and other seniors officials opposed it, and more than a third of MMD MPs, including cabinet ministers, signed declarations against it, enough to block the two-thirds majority needed for an amendment. An MMD convention that endorsed the idea was boycotted after reports of violence against dissenters.
Public resistance was organized. The Christian Council of Zambia, Evangelical Fellowship of Zambia, and Zambia Episcopal Conference issued the Oasis Declaration urging him not to contest. The Oasis Forum and allies ran Friday horn honking and whistle blowing campaigns, green-ribbon protests, debates, and rallies.
A major Lusaka rally in April 2001 drew thousands chanting “No third term.” Party defections, street action, media criticism, and pressure from donors and neighbors proved decisive.
Chiluba announced in early May 2001 that he would not seek a third term and later ruled out a referendum.
Zambians don’t like Presidents who seek a third term or remove the term limit. Zambians will always unite and come together when such acts are advanced by the ruling party, and I don’t think it would be any different if UPND does the same.
