XRPL can now do a simple overnight loan against collateral that banks normally charge you for.
Think of a repo: you temporarily hand over something valuable (like shares in a money-market fund) and get cash in return. The next day you hand the cash back and get your shares. Banks usually take a cut for handling the timing and the float in between.
On XRPL it works differently.
Permission Delegation lets the treasury keep the real keys offline and safe. The trading desk only gets permission to move that specific fund token, nothing else. So the shares can be sent without exposing the master keys.
Batch makes the trade atomic. The fund shares and the RLUSD (the cash) have to move at the exact same moment. If one side fails, both fail. No “I’ll pay you later.”
Sunday night the desk posts the shares and receives RLUSD. Monday the shares come back and the RLUSD goes back. Done.
No correspondent bank account.
No temporary credit line.
No money sitting in the middle for anyone to charge a fee on.
The cash was already there. The fund shares make it real collateral. Together it’s just a clean, short-term loan that settles itself.
That’s the kind of simple, low cost institutional plumbing XRPL is starting to offer.
In about 11 hours the XRP Ledger can finish a repo that a bank cannot charge for.
Permission Delegation went live tonight. The treasury keeps the keys. The desk gets a narrow right to move the fund token and nothing else. That is the fund leg: the money-market shares leave the account without the mint key ever coming online.
Batch is the other half, still on target with a 30-of-35 vote, earliest around 6PM ET tomorrow. If it holds, the fund token and RLUSD have to move in the same close. One fails, both fail. Atomic DvP

RLUSD is the Traveler: an agent with a foreign coin can pay against it on XRPL in one close. The fee burns in XRP. The reserve stays at BNY. Currently, RLUSD is the only traveler we have, which is why the next sovereign reserved coins are also likely to show up on this same rail, a couple have already.

Understanding Stablecoin Settlement Mechanics:
USDT is a Tether liability on each chain it is printed. The contract can blacklist an address. The coins stay in the wallet and cannot move, and new coins that arrive stick too. A freeze does not end the claim. It parks it. Moving USDT from Tron to Ethereum does not settle against a counterparty. It is Tether inventory on a new floor.
USDC is the same shape with a cleaner pipe. CCTP burns Circle on the source chain, Circle attests, and Circle mints Circle on the destination. The forwarding service covers 14 chains. The claim never leaves Circle. A blacklist does the same job as Tether’s. Circle’s own StableFX can PvP USDC against EURC, but both legs are Circle, on Arc, inside a permissioned room. That is the club settling with itself.
Issued coins on Stellar carry the issuer’s clawback, and since Protocol 26 they also carry CAP-77. A validator quorum can freeze an account, a trustline, or contract data on the ledger, and the freeze is reversible. The balance is still a claim. The network can now darken it without the issuer acting. That is a control right added to the claim, not a settlement.
RLUSD is the exception only in one place. On the XRP Ledger it is a native issued currency. A payment against another issued sovereign coin, euro or real, is one ledger close. Both legs finish or neither does. Redemption burns the coin against the reserve. No second clerk, no attest, no new chain. The Ethereum and L2 balances are the same Ripple liability moved by a bridge. They are not the settlement object. The XRPL coin is.
The others can be reserved, regulated, and useful inside a garden. They still end the day as someone’s claim.
Only the XRPL coin is built to extinguish two claims on one clock.
