These represent a significant fraction of the country's total methane and nearly half of global coal methane emissions. New rules will ban venting of methane concentrations of 8% or more (down from 30%), and the emissions trading system will allow offsetting to fund investments under 8% concentrations. Thermal coal demand will continue to go down due to rising renewables, but metallurgical coal will continue to be used, has higher profit margins, and hence can sustain these investments.
