𝟏𝟎 𝐭𝐡𝐢𝐧𝐠𝐬 𝐭𝐨 𝐤𝐧𝐨𝐰 𝐚𝐛𝐨𝐮𝐭 𝐑𝐰𝐚𝐧𝐝𝐚’𝐬 𝐧𝐞𝐰 𝐝𝐞𝐯𝐭 𝐜𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐩𝐨𝐥𝐢𝐜𝐲 • The Rwanda Development Cooperation Policy (RDCP) 2026–2050 replaces the 2006 Aid Policy and will guide development cooperation for the next 25 years. • It shifts focus from fragmented projects to larger, multi-year national flagship programmes aligned with Vision 2050 and NST2. • The policy broadens partnerships to include traditional and non-traditional partners, the private sector, civil society, universities and research institutions. • The existing 16 Sector Working Groups will be replaced by six Priority Working Groups covering key areas including agriculture, employment, urbanisation, human capital and sustainable financing. • Financing will be matched to investment needs, with grants, concessional, blended and commercial financing used depending on social returns, revenue potential and debt sustainability. • Development projects will be expected to align with national priorities, government plans and budgets, with stronger monitoring through national systems. • The transition to the new coordination structure and flagship-based approach will take up to 24 months. • The policy includes an indicative list of flagship investments such as Gabiro, Nyabarongo II, Kigali Health City, Kigali Ring Road and the Standard Gauge Railway. newtimes.co.rw/article/39180…
