But instead they are asserting DOGE can do it in the shadows by presidential fiat.
If this gambit succeeds - if Trump (or Elon) can just override Congressional statutes and funding mandates, and Congress acquiesces - it's a very dark sign...and it won't stop at USAID.

A global stop-work order on foreign aid will cost many lives if kept in place.
As written, it halts ALL ongoing humanitarian relief activities, except food aid, in places like Syria, Sudan, Gaza.
Also halts all global health programs.
