In 2025 more than 10,000 measles cases were reported. Children under five years carried much of this burden. Many of children who became sick had not recieved a measles-rubella vacine. It the reason why 9 -59 months children need the vaccine for protection against MR vaccine.

Some of the key resolutions and way-forward which emerged from the Recruitment Planning Meeting for Financial Year 2026/2027: The meeting noted the urgent need to prioritize the recruitment of critical cadres in Health Institutions. It was agreed that priority be given to filling positions of Intensivists, Anaesthesiologists/Anaesthetists, Psychiatric cadres, Radiologists, and Midwives, given the acute shortage of these specialized personnel and their direct impact on service delivery. The meeting observed a need to review and harmonize the recruitment cycle with the national budgeting cycle. It was resolved that a harmonization meeting be convened with all Commissions to reach consensus on a recruitment cycle that is better aligned with budget timelines. The meeting acknowledged the shortage of common cadre staff, particularly Internal Auditors and IT Officers, needed in hospitals to manage and audit existing systems. It was resolved that this need be addressed by drawing from the recently concluded and validated USG (U.S. Government) contract staff at the Regional Referral Hospitals.

Health Service Commission Permanent Secretary, Ms. @kt2012ug welcomed the delegates to the Annual Recruitment Planning Meeting for FY 2026/27, reflecting on past achievements while delivering a firm call to action for the upcoming fiscal year. Reviewing the previous year’s performance, Ms. Lamaro reported that 999 recruitments were successfully completed in FY 2025/26, alongside a strategic expansion of E-Recruitment hubs to Entebbe. However, she pointed to late and incomplete submissions as key drivers of past hiring delays. Addressing delegates, she urged all participating institutions in FY 2026/27 to plan early, submit a single, accurate consolidated plan, and prioritize critical healthcare cadres. Ms. Lamaro concluded by calling on stakeholders to establish a new operational standard: early planning, accurate submissions, and on-time recruitment.
