A "foreign accent" is not a sign of failing to fully master a target language.
Instead, it is a sign that one's linguistic repertoire has expanded.

If you are interested in providing your perspective on the new accountability system, under which 50-70% of Virginia's schools will likely be labeled as "off track" this school year, please comment on the Virginia Town Hall: townhall.virginia.gov/L/Comm…
A week ago the @VDOE_News Board of Education held a “special meeting” to rush through a new accountability system for THIS SCHOOL YEAR (which in most of Virginia started weeks ago). 1/3
The new system will likely brand more public schools and districts as “off track” or “needs intensive support” - some estimate that as many as 70% of schools will get these labels. This is in a state which is usually at or near the top for public education outcomes. 2/3
Read what they’ve shared so far: doe.virginia.gov/state-board… @AnneHolton @sbcgrace @arotherham @Mashea
A week later and they still haven’t shared the formulas for determining what they mean by “mastery” (the biggest component of the new formula) and haven’t said what will count as “advanced courses” for the readiness component. They are setting schools up to fail. 3/3
