I'm not the biggest fan of incarceration, but fines clearly don't act as a deterrent. There needs to be accountability and action.

fwiw struggles with numeracy takes lots of different forms, and in my experience can be often solved with cooperation. People who struggle don't necessarily need more education, they need simple access to tools including de-stigmatising asking for help!
