For Republicans to flip the Senate in 2028 they are going to need to flip AZ + NV + PA + GA + OH + NH while holding NC + WI and the presidency. If Democrats win the presidency they’ll keep the Senate and most likely the House as well. (House a bit less certain since the seats aren’t staggered.)
